Job Overview:
This position involves providing technical and regulatory support for the REDD+ Results-Based Payments Project in Costa Rica. The consultant will be responsible for assisting in the implementation of strategies that promote sustainable forest management and reduce emissions from deforestation and forest degradation. The role requires a deep understanding of environmental policies, climate change mitigation strategies, and the REDD+ framework. The consultant will work closely with various stakeholders, including government agencies, local communities, and international organizations, to ensure that the project meets its objectives and adheres to national and international standards. The expected duration of the consultancy is a maximum of three months, starting from the contract initiation date. The consultant will be expected to deliver high-quality outputs that contribute to the overall success of the project, ensuring compliance with UNDP guidelines and methodologies.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a comprehensive analysis of the current regulatory framework related to REDD+ in Costa Rica.
  • Provide technical guidance and support to stakeholders involved in the REDD+ project, ensuring alignment with national policies and international commitments.
  • Develop and review technical documents, reports, and proposals related to the project.
  • Facilitate workshops and training sessions for stakeholders to enhance their understanding of REDD+ mechanisms and implementation strategies.
  • Collaborate with UNDP and other partners to monitor and evaluate project progress, identifying areas for improvement and recommending solutions.
  • Prepare and submit regular progress reports to UNDP, detailing activities undertaken, challenges faced, and outcomes achieved.
  • Engage with local communities to gather feedback and ensure their participation in the project.
  • Ensure that all project activities are conducted in an environmentally sustainable manner, adhering to best practices in conservation and biodiversity.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • Proven expertise in environmental policy, climate change, and sustainable development, particularly in the context of REDD+.
  • Strong analytical skills with the ability to assess complex regulatory frameworks and provide actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated experience in project management and implementation, particularly in international development settings.
  • Familiarity with UNDP procedures and guidelines is an advantage.
  • Ability to work independently and as part of a team, demonstrating initiative and problem-solving skills.

Educational Background:
A minimum of a Master's degree in Environmental Science, Natural Resource Management, Climate Change, or a related field is required. Additional certifications or training in REDD+ or related areas will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in environmental policy, climate change mitigation, or sustainable development projects. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Proven track record of successfully managing projects and delivering results within specified timelines is essential.

Languages:
Fluency in Spanish is mandatory, as the project will be conducted in Costa Rica. Proficiency in English is also required, as it may be necessary for reporting and communication with international stakeholders. Knowledge of additional languages relevant to the region would be considered a plus.

Additional Notes:
This consultancy is classified as an individual contractor position, and it is essential that the proposals are submitted through the UNDP Quantum supplier portal. The contract duration is limited to a maximum of three months, and the position is not open to legal entities or partnerships. Compensation will be determined based on the consultant's qualifications and experience, and all offers must be submitted by the specified deadline.
