Job Overview:
The Supply ChainProcurement Officer role is pivotal in ensuring compliance with DRC's procedures and guidelines at the base level in Sumy. This position is integral to the development of base strategies that translate into actionable plans and daily tasks. The officer will be responsible for overseeing procurement processes, ensuring they align with the DRC Operations Handbook and relevant internal procurement rules. This role requires effective support to program needs based on submitted requests, preparation of procurement-related reports, and ensuring the procurement, delivery, and acceptance of goods and services adhere to DRC's procurement procedures and current legislation. The officer will also manage contractual documentation and maintain accurate records in the ERP system, ensuring compliance with Ukrainian legislation while protecting DRC's interests.

Duties and Responsibilities:
The primary duties and responsibilities of the Supply Chain – Procurement Officer include:
  • Ensuring compliance of procurement processes with the DRC Operations Handbook and relevant internal organizational procurement rules and procedures.
  • Providing effective and efficient support to program needs in line with submitted requests.
  • Preparing procurement-related reports in various formats, as well as reports upon request of the line manager.
  • Ensuring the procurement, delivery, and acceptance of all goods and the procurement of services in accordance with applicable DRC procurement procedures and current legislation.
  • Preparing and ensuring control of contractual documentation for the procurement of goods and services in line with DRC requirements.
  • Accurately recording procurement processes in the ERP system and complying with established ERP record-keeping requirements.
  • Supporting and implementing the procurement plan in coordination with program teams.
  • Ensuring oversight and control of all contracts for the procurement of goods and services to ensure compliance with Ukrainian legislation and to protect DRC’s interests.

Required Qualifications:
To be considered for this position, candidates must possess the following qualifications:
  • Higher education in procurement or another relevant field.
  • Knowledge of procurement and supply rules in the humanitarian sector, including donor requirements.
  • Strong IT skills, particularly experience with ERP supply chain management systems.
  • Experience working with standard procurement procedures and documentation.
  • Fluency in Ukrainian is mandatory, while English language proficiency at an intermediate level is desirable.
  • A strong sense of personal integrity and an understanding of confidentiality and ethics are essential.

Educational Background:
Candidates must have a higher education degree in procurement or a related field. This educational background is crucial for understanding the complexities of procurement processes and the specific requirements of the humanitarian sector.

Experience:
The ideal candidate should have a minimum of 3 years of experience in logistics or procurement, preferably within an international non-governmental organization (INGO) or a similar setting. This experience is vital for navigating the challenges of procurement in a humanitarian context and ensuring compliance with relevant regulations.

Languages:
Fluency in Ukrainian is a mandatory requirement for this position. Additionally, proficiency in English at an intermediate level is considered desirable, as it may facilitate communication with international stakeholders and enhance the officer's ability to engage in broader discussions within the organization.

Additional Notes:
The position offers a contract length of 3 months with a probation period, which may be extended based on performance and organizational needs. The designation of the duty station is Sumy, and the start date is as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees.
