Job Overview:
The Programme Officer Population Change & Data (PCD) will play a crucial role in supporting UNFPA's Population Change and Data portfolio in Punjab, Pakistan. This position involves day-to-day coordination and technical follow-up with various government entities, including the Planning & Development Board and the Provincial Bureau of Statistics. The officer will be responsible for advancing the Data for Development (D4D) initiative, which encompasses data governance, knowledge products, population statistics, and the strengthening of Civil Registration and Vital Statistics (CRVS). The role is pivotal in ensuring that evidence-based planning and data-driven policy reforms are prioritized in provincial development strategies. The officer will also contribute to the overall implementation of UNFPA's mandate through coordination with stakeholders and participation in relevant forums and events.

Duties and Responsibilities:
  • Strengthen Provincial Data Systems and Population Change & Data (PCD) Implementation: Provide technical assistance to integrate population dynamics into provincial planning and budgeting; support the Provincial Bureau of Statistics in modernizing statistical systems; facilitate the establishment of a Provincial Knowledge Hub; coordinate analytical work and demographic assessments.
  • Support Sustainable Development Goals Implementation: Collaborate with various units and partners to strengthen evidence generation for SDG monitoring; integrate demographic and socioeconomic data into reporting tools; promote coherence between SDG indicators and provincial strategies; facilitate capacity development for provincial departments.
  • Strengthen Civil Registration and Vital Statistics (CRVS): Provide coordination support for CRVS improvements; assist in enhancing registration processes in collaboration with relevant authorities; facilitate linkages between CRVS and other information systems.
  • Implement the Data for Development Initiative: Coordinate the roll-out of D4D pillars at the provincial level; ensure alignment with UNFPA's Country Programme Document.
  • Facilitate High-Level Coordination and Partnerships: Serve as the focal point for liaising with partners and stakeholders; support coordination forums and technical committees; promote multi-sectoral engagement.
  • Generate and Disseminate Knowledge Products: Support the production of analytical reports and policy briefs; facilitate peer learning and collaborative research; ensure quality assurance and dissemination of knowledge.
  • Monitoring, Reporting and Programme Management: Support workplans and monitoring frameworks; ensure timely implementation of activities; track progress of CPD indicators; ensure compliance with UNFPA standards.
  • General Coordination and Support: Contribute to the overall implementation of UNFPA's mandate by representing the organization in meetings, supporting event planning, participating in monitoring visits, and coordinating with stakeholders.

Required Qualifications:
Candidates must possess a strong understanding of population dynamics, data governance, and evidence-based planning. They should have excellent communication and coordination skills, with the ability to engage effectively with government and civil society partners. A demonstrated commitment to gender equality and the empowerment of women and youth is essential. Candidates should also be adept at analytical thinking and strategic planning, with a focus on achieving results and ensuring program quality.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, public health, statistics, or a related field. Advanced degrees or specialized training in population studies, data analysis, or public policy are highly desirable and may enhance a candidate's suitability for the role.

Experience:
Candidates should have a minimum of 3-5 years of professional experience in areas related to population data, statistics, or development planning. Experience working with government agencies, international organizations, or NGOs in a similar capacity is preferred. Familiarity with the Sustainable Development Goals and experience in data governance initiatives will be advantageous.

Languages:
Fluency in English is mandatory, as it is the working language of UNFPA. Proficiency in Urdu or other local languages is highly desirable, as it will facilitate communication with local stakeholders and enhance engagement with the community.

Additional Notes:
This position is a national UNV assignment, meaning that the volunteer will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 183,920 is provided monthly to cover living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The position is full-time and requires a commitment to the UNFPA's mission and values.
