Job Overview:
The Consultant will play a crucial role in the project "Supporting National and International Comprehensive Reparation and Transitional Justice Mechanisms for Ukraine" (RP.0134), which is funded by the U.S. Department of State under the Peace, security" style="border-bottom: 1px dotted #007bff !important;">Security, and Human Rights Programme. The position is situated within the Transition and Recovery Unit of IOM Ukraine, which is focused on addressing the humanitarian needs and protection concerns arising from the ongoing conflict in Ukraine. The Consultant will be responsible for coordinating inter-agency cooperation in the field of reparations and transitional justice, ensuring effective communication and collaboration among various stakeholders, including government bodies, local authorities, and civil society organizations. The role requires a strong commitment to promoting victim-oriented approaches and ensuring that the needs of diverse survivor groups are integrated into national policies and procedures. The Consultant will also support the Deputy Prime Minister's Office (DPMO) in its efforts to provide survivors with access to essential information and services, thereby contributing to the broader goals of recovery and stability in Ukraine.

Duties and Responsibilities:
The Consultant's duties will include coordinating inter-agency cooperation on reparations and transitional justice, ensuring regular communication and harmonization of actions among central executive bodies, local authorities, and other relevant institutions. The Consultant will interact with partners to develop victim-oriented approaches, advocate for the inclusion of survivor needs in policies, and support the DPMO in its role within the International Alliance on Preventing Sexual Violence in Conflict. Responsibilities also encompass preparing materials for international meetings, monitoring the implementation of project components, and providing strategic recommendations. The Consultant will develop partnerships with international organizations, participate in international meetings, and contribute to the capacity building of state authorities in transitional justice and reparations. Additionally, the Consultant will facilitate consultations with civil society actors, coordinate efforts to inform survivors about claim submission processes, and provide expert support to the DPMO.

Required Qualifications:
Candidates must possess a Master's degree in Public Administration, Law, International Law, Communications, or International Relations. A minimum of 5 years of progressively responsible experience in coordination, policy development, or project implementation within government institutions, international organizations, or civil society is required. Proven experience in transitional justice, reparations, and human rights issues is essential, along with demonstrated skills in inter-agency coordination and stakeholder engagement. Experience in managing advocacy or communication campaigns targeting conflict-affected populations is highly advantageous, as is prior experience in drafting analytical materials and policy recommendations.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Public Administration, Law, International Law, Communications, or International Relations. This advanced degree is essential to ensure that the Consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the project and fulfill the responsibilities outlined in the job description.

Experience:
The position requires at least 5 years of progressively responsible experience in relevant fields. This experience should include coordination, policy development, or project implementation within government institutions, international organizations, or civil society. Candidates should have a proven track record of working on transitional justice, reparations, and human rights issues, as well as experience in inter-agency coordination and stakeholder engagement. Demonstrated experience in managing advocacy or communication campaigns, particularly those aimed at conflict-affected populations, is considered a strong advantage.

Languages:
Fluency in Ukrainian is mandatory, while proficiency in English at an intermediate level is also required. IOM's official languages include English, French, and Spanish, and candidates may be evaluated on their language skills during the selection process, which could involve written and/or oral assessments. Proficiency in additional languages may be considered an asset but is not explicitly required for this position.
