Job Overview: The Programme Analyst will report to the 'Dare to Care' Regional Programme Manager and will play a crucial role in the effective management of the programme. This position involves providing substantive inputs to the design, formulation, implementation, and evaluation of the programme. The Programme Analyst will monitor results achieved during implementation, ensure the appropriate application of systems and procedures, and develop enhancements as necessary. Collaboration with various stakeholders, including UN Women HQ personnel, government officials, donors, and civil society, is essential for successful programme implementation. The role requires a strong understanding of gender issues, programme management, and the ability to engage with diverse partners to promote gender equality and women's empowerment.
Duties and Responsibilities: The Programme Analyst will be responsible for several key functions, including contributing to the development of programme strategies, providing technical support for programme implementation, and monitoring progress. Specific duties include:
Developing programme strategies for the 'Dare to Care' regional programme and providing substantive inputs to project proposals.
Supporting the implementation of programme activities, including managing budgets and preparing financial reports.
Training partners on Results Based Management and monitoring their implementation.
Maintaining relationships with national partners to support programme expansion and capacity building.
Drafting reports on monitoring missions and programme results.
Providing technical support for resource mobilization strategies and participating in donor meetings.
Coordinating inter-agency activities to ensure coherence in UN Women programmes.
Organizing events, trainings, and workshops related to the programme.
Performing other duties as necessary for the efficient functioning of the programme and the organization.
Required Qualifications: Candidates must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is an added advantage. Candidates should demonstrate strong programme formulation, implementation, monitoring, and evaluation skills, as well as the ability to analyze data and present findings effectively. Knowledge of social norms, masculinities, and the care economy is essential, along with the ability to identify trends and opportunities for fundraising.
Educational Background: The educational requirement for this position is a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification would be beneficial and enhance a candidate's qualifications.
Experience: Candidates should have at least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in implementing gender equality programmes is required, while experience in positive masculinities and gender and religion issues is desirable. Familiarity with government agencies and donor coordination is also advantageous. Proficiency in using computers and office software, as well as experience with web-based management systems, is required. Experience with modern web-based ERP systems, preferably Oracle Cloud, is a plus.
Languages: Fluency in English and Arabic is mandatory for this position. Knowledge of another official UN language, such as French, is desirable and would be considered an asset.
Additional Notes: The position is full-time and involves a matrixed management arrangement with one personnel (Finance and Programme Associate) under the Programme Analyst's supervision.
