Job Overview:
As a Senior Human Resource Assistant at ADB, you will play a crucial role in supporting the Culture and Talent Division within the Budget, People, and Management Systems Department. Your primary responsibilities will include providing technical and coordination support for various learning and development programs. You will assist the Learning and Development teams in managing the Staff Development Budget and overseeing short-term assignments. This position requires a proactive approach to producing analyses and reports that are essential for the implementation and review of programs in BPCT's priority areas. You will be responsible for collecting and compiling relevant data, preparing presentation materials, and translating data into comprehensive reports, tables, graphs, and charts. Additionally, you will support communication activities, coordinate events and workshops, and ensure efficient client service by interacting with staff and external contacts. Your role will also involve logistical support, including arranging travel schedules and preparing travel documents, as well as performing coordination functions to support the Division's operations.

Duties and Responsibilities:
The duties and responsibilities of the Senior Human Resource Assistant include:
  • Producing analyses and reports required for the implementation and review of programs in BPCT priority areas of work.
  • Collecting and compiling relevant data to produce routine and ad hoc statistics/reports.
  • Preparing presentation materials as needed.
  • Helping translate data into written reports, tables, graphs, and charts.
  • Supporting the management and submission of the Staff Development Budget.
  • Coordinating communication activities such as submission of OneADB Today blurbs, calendar entries, STA postings, and updating the Division's intranet site.
  • Supporting the organization of events, webinars, workshops, and other learning and development activities.
  • Assisting with contract administration by updating the Consultant Management System and coordinating with relevant departments and external consultants.
  • Ensuring efficient client service by interacting with staff or external contacts to clarify policies and address concerns. 1
  • Providing logistical support, including arranging mission schedules, obtaining visas, scheduling flights, booking accommodations, preparing travel documents, and drafting itineraries. 1
  • Performing coordination functions to support the Division, including arranging meetings and monitoring document flow. 1
  • Performing other duties as assigned and reflected in your workplan.

Required Qualifications:
To qualify for the Senior Human Resource Assistant position, candidates must possess a Bachelor's degree, preferably in Human Resources, Business Administration, Psychology, or related fields. A minimum of 5 years of relevant professional experience is required. Candidates should have a working knowledge of HR policies, procedures, and processes, which will be considered an advantage. Experience in managing budgets and drafting communications is also beneficial. Candidates should demonstrate analytical and problem-solving abilities, the capacity to set priorities and deliver within deadlines, and experience in initiating improvements to enhance existing processes. Strong interpersonal skills and the ability to liaise effectively with staff and teams across ADB are essential. Good oral and written communication skills in English are mandatory.

Educational Background:
Candidates must have a Bachelor's degree in a relevant field such as Human Resources, Business Administration, Psychology, or a related discipline. This educational background is essential for understanding the complexities of human resource management and organizational behavior, which are critical for the role of Senior Human Resource Assistant.

Experience:
The position requires at least 5 years of relevant professional experience in human resources or a related field. This experience should include familiarity with HR policies and procedures, as well as practical experience in managing budgets and drafting communications. Candidates should have a proven track record of analytical and problem-solving skills, as well as the ability to prioritize tasks and meet deadlines effectively.

Languages:
Proficiency in English is mandatory for this position, with strong oral and written communication skills being essential. While English is the primary language of communication at ADB, knowledge of additional languages may be considered an advantage, particularly if they are relevant to the regions in which ADB operates.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
