Job Overview:
The Human Resource Management Officer will be responsible for delivering quality administrative and logistical support services to the Country Office staff. This role requires mastery of all relevant administrative rules, guidelines, and processes, along with the application of established systems and procedures. The officer will demonstrate strong client and result orientation in service of the country programme and will report directly to the International Operations Manager. The position is crucial for ensuring compliance with HR strategies and policies, effective implementation of internal control frameworks, and providing advice on corporate strategies and personnel rules. The officer will also play a key role in recruitment processes, knowledge sharing, and maintaining effective communication flows within the office and with external counterparts.

Duties and Responsibilities:
The duties and responsibilities of the Human Resource Management Officer include ensuring the administration and implementation of HR strategies and policies, adapting processes and procedures to ensure compliance with UN rules and regulations. The officer will provide advice and information on corporate strategies, changes in rules and regulations, and the strategic use of contractual modalities. Responsibilities also include organizing recruitment processes, monitoring and tracking service contracts, validating HR recurrent personal management services, and facilitating knowledge building and sharing within the office. The officer will maintain accurate personnel status files, prepare personnel-related reports, and conduct reference checks. Additionally, the officer will be involved in day-to-day HR operations, particularly in recruitment, learning and development, performance management, and employee relations.

Required Qualifications:
The position requires a minimum of High School Education, with a Diploma or Bachelor’s Degree in Business Administration or a related field considered an asset. Candidates should possess at least 6 years of relevant experience in administration, with thorough knowledge of modern office procedures or general office management. Experience with UN Agencies is advantageous. Excellent minute-taking and writing skills, along with proficiency in current office software applications, are essential for this role.

Educational Background:
Candidates must have at least a High School Education, with a Diploma or Bachelor’s Degree in Business Administration or a related field being an asset. This educational background is crucial for understanding the administrative and logistical support required in a UN context.

Experience:
The position requires at least 6 years of relevant experience in administration, demonstrating a thorough knowledge of modern office procedures or general office management. Experience working with UN Agencies is considered an asset, as it provides familiarity with the specific operational and administrative frameworks of the UN system.

Languages:
Fluency in English is required for this position, as it is the primary language of communication within the UN. Knowledge of Tok Pisin is desirable, as it may enhance communication with local staff and stakeholders.
