Job Overview:
The Information Management Specialist at UNFPA in Ukraine is responsible for overseeing all activities related to information management within the organization. This role encompasses a wide range of responsibilities, including the assessment, design, implementation, and evaluation of data and statistical activities. The specialist will define the information and data needs of the organization, design and implement data and information activities, and monitor and evaluate data management efforts. The position is crucial for supporting the Country Office Programme in Ukraine, particularly in the context of the new Country Programme (2025-2029), which aims to address immediate humanitarian needs while contributing to long-term development and sustainable systems strengthening. The specialist will work under the direct supervision of the UNFPA Deputy Representative and will play a key role in ensuring that data-driven decision-making informs the organization's strategies and actions.

Duties and Responsibilities:
The Information Management Specialist will have a comprehensive set of duties and responsibilities, including: A. Programme Management: Analyzing trends, risks, and data that impact the implementation of the Country Programme; coordinating the monitoring and evaluation (M&E) activities for the Ukraine Country Programme; leading UNFPA's engagement in inter-agency processes related to data and information. B. Quality Technical Support and Capacity Development: Providing technical guidance on methodologies for data management activities such as surveys and assessments; supporting data security" style="border-bottom: 1px dotted #007bff !important;">security and responsible data-sharing; leading geospatial and statistical analysis; developing information management products like indicators and dashboards; and contributing to the preparation of multi-agency programmes. C. M&E Framework: Developing and refining the M&E framework, including performance indicators and targets; providing quality assurance and technical advice for monitoring methodologies; and building capacity among staff for effective implementation of the M&E framework.

Required Qualifications:
Candidates must possess an advanced degree in International Relations, Social Sciences, Statistics, Information Management, Data Science, Demography, Computer Science, or a related field. Additionally, candidates should have five years of relevant experience in data gathering, management, and analysis to support policy formulation and implementation. Experience with data management tools, particularly Microsoft Power BI, is essential. Previous experience working with international organizations in humanitarian or development contexts is highly desirable, along with knowledge of international protection, human rights, and international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law.

Educational Background:
The educational background required for this position includes an advanced degree in a relevant field such as International Relations, Social Sciences, Statistics, Information Management, Data Science, Demography, or Computer Science. This educational foundation is critical for understanding the complexities of data management and analysis in the context of UNFPA's mission and objectives.

Experience:
The position requires candidates to have at least five years of relevant experience in data gathering, management, and analysis. This experience should ideally be in a context that supports policy formulation and implementation, demonstrating the candidate's ability to work effectively with data in a humanitarian or development setting. Familiarity with data management tools, particularly Microsoft Power BI, is also a key requirement, as is previous experience with international organizations.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Additionally, fluency in Russian or Ukrainian is desirable, as it will facilitate communication and collaboration within the local context and with stakeholders in Ukraine.
