Job Overview: The Financial and Resource Management Officer plays a crucial role in the Programme Management Unit and Resources Mobilization team at WHO. This position is focused on supporting countries in preventing, preparing for, detecting, responding to, and recovering from health emergencies and outbreaks. The officer will be responsible for drafting and finalizing proposals and technical reports for donors, monitoring funding proposals and grant implementation rates, and ensuring compliance with WHO rules and donor requirements. The role requires collaboration with various technical units to consolidate operational planning results and define resource requirements for emergency activities. The officer will also be responsible for disseminating information on resource management policies and best practices, as well as maintaining grant and finance tracking systems. This position demands a proactive approach to developing partnerships with regional and country offices, UN agencies, and member states throughout the health emergency management cycle.
Duties and Responsibilities:
Prepare draft and finalize proposals and technical reports for donors based on inputs from technical teams and guidance from the Coordinated Resource Mobilization (CRM) team.
Monitor funding proposals, grants implementation rates, and reporting deadlines according to donors' specific requirements.
Collaborate with technical units to facilitate operational planning results and define resource requirements for emergency activities.
Disseminate information on standard policies and procedures for resource and grant management, compiling best practices and lessons learned.
Monitor interventions funded by grants to ensure compliance with WHO rules and donor requirements, identifying gaps and recommending corrective actions.
Update and maintain grant and finance tracking systems to monitor deadlines for proposal and report submissions.
Develop and maintain efficient mechanisms for internal and external partnerships with regional and country offices, other UN agencies, and member states.
Perform other related duties as required, including backstopping and replacing team members when necessary.
Required Qualifications: Essential qualifications include a first-level university degree in business administration, management, or a closely related field. Desirable qualifications include an advanced-level university degree (Master's level or above) in the same fields, along with additional certification in financial management. Candidates must possess extensive practical knowledge of financial and grants management principles, especially in large administrative operations at various levels. Excellent interpersonal skills, diplomacy, tact, discretion, sound judgment, and the ability to present concepts clearly are also required.
Educational Background: Candidates must have at least a first-level university degree in business administration, management, or a closely related field. An advanced-level university degree (Master's level or above) is desirable, along with additional certifications in financial management to enhance the candidate's qualifications for the role.
Experience: Candidates should have a minimum of 5 years of experience in financial and resource management, management and administration, as well as in grant proposal writing, report writing, and financial/grant tracking. Experience in donor relations, particularly in the context of emergency work, is essential. Desirable experience includes working with WHO, the UN, or recognized humanitarian organizations at the regional or country level, as well as developing frameworks and timelines for donor submissions.
Languages: Expert knowledge of English is essential for this position. While not mandatory, knowledge of additional languages may be considered an asset and could enhance communication with diverse stakeholders.
Additional Notes: The position offers a competitive remuneration package, including an annual base salary starting at USD 70,212, subject to mandatory deductions for pension contributions and health insurance. A variable post adjustment reflecting the cost of living at the duty station is also included, currently amounting to USD 2,621 per month. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
