Job Overview:
The Deputy Team Leader (DTL) for the Green Growth Programme Component 3 will play a crucial role in leading the design, implementation, and management of activities aimed at increasing access to finance for climate-smart agribusinesses in the DRC. This position requires close collaboration with the Team Leader and various partners, particularly local financial institutions. The DTL will be responsible for mobilizing additional financing to achieve the program's objectives, ensuring alignment with donor priorities, and adapting strategies based on market dynamics and the needs of agribusinesses. The DTL will also represent the program to donors, government entities, and stakeholders, making this a pivotal role in the success of the program.

Duties and Responsibilities:
The DTL will execute the program strategy by refining the vision and ensuring alignment with donor priorities. Responsibilities include creating and managing workplans, leading partnerships with local financial institutions, and coordinating with delivery partners to facilitate financing. The DTL will oversee the implementation of financing products for agribusinesses, manage consultants for market studies and technical assistance, and design blended finance mechanisms to mitigate lending risks. Regular reporting to the Team Leader is required, along with ensuring robust monitoring, evaluation, and learning (MEL) systems are in place. The DTL will also manage risk, contribute to safeguarding principles, and ensure compliance with donor regulations and Mercy Corps standards.

Required Qualifications:
Candidates must possess an advanced degree or equivalent experience in project management, business administration, finance, economics, development studies, or a related field. A master’s degree is preferred. Additionally, a minimum of 7-10 years of experience in implementing complex donor-funded programs is required, preferably with institutional donors such as FCDO, USAID, EU, or World Bank. Experience working with financial institutions to provide inclusive finance to agribusinesses is essential, along with a proven track record in project delivery, operations management, and compliance oversight. Strong financial literacy, relationship management skills, and the ability to work under pressure are also necessary qualifications.

Educational Background:
The educational background required for this position includes an advanced degree in project management, business administration, finance, economics, development studies, or a related field. A master’s degree is highly desirable, indicating a higher level of expertise and understanding of the complexities involved in managing donor-funded programs and financial instruments.

Experience:
The position requires a minimum of 7-10 years of relevant experience in implementing complex donor-funded programs. Candidates should have experience working with financial institutions, particularly in providing inclusive finance to agribusinesses and underserved markets. Familiarity with designing and implementing blended finance instruments is also crucial, as is experience in project delivery, operations management, and compliance oversight.

Languages:
Fluency in English is mandatory, with excellent verbal and written communication skills. Proficiency in French is also required, as it is essential for effective communication within the DRC and with local partners and stakeholders.

Additional Notes:
The position is based in Kinshasa, DRC, with housing provided in a private apartment under housing allowance regulations. The role requires regular travel to various locations within Kongo Central, Kwilu, Mai-Ndombe, and Kwango, which may include areas with strict security" style="border-bottom: 1px dotted #007bff !important;">security rules.
