Job Overview:
The position of Senior Consultant for Trade Dynamic Computable CGE Model is crucial for enhancing the capacity of the national team in Saudi Arabia to negotiate trade agreements effectively, particularly in the context of the country's Vision 2030 initiative. The consultant will be responsible for building an updated and tailored trade dynamic computable general equilibrium (CGE) model specifically designed for Saudi Arabia. This model will serve as a vital tool for decision-makers, providing them with real-time, data-driven insights necessary for designing optimal economic policies. The consultant will work closely with ESCWA's focal point to define the specific features of the model, ensuring it aligns with the unique economic landscape of Saudi Arabia. The role requires a deep understanding of trade dynamics and the ability to integrate various economic factors into the model, making it a significant position within the organization.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Collaborating with ESCWA’s focal point to define the specific features of the Saudi TDCGE model, including policy instruments, behavioral functions, sectors, commodities, and institutions.
  • Adjusting the Micro Trade Social Accounting Matrix (SAM) developed by ESCWA to align with the tailored trade dynamic CGE model for Saudi Arabia.
  • Calibrating the model using the Micro SAM for the period 2023-2035 to ensure accuracy and relevance.
  • Extending the standard model to incorporate elements such as rents, non-tariff barriers, and market power resulting from restrictive trade and economic policies.
  • Implementing a plausible baseline scenario for the Saudi economy based on current economic projections.
  • Conducting robustness checks by varying key elasticities (trade, consumption, and production) and recalibrating the model accordingly.
  • Preparing a simulation file with a list of policy instruments for the model interface.
  • Compiling a technical report detailing the structure and functionality of the Trade Dynamic CGE model for Saudi Arabia.

Required Qualifications:
Candidates must possess a Master's degree in applied economics or a related field, with a PhD being desirable. A minimum of 10 years of experience in developing and applying dynamic CGE models for trade analysis is essential. Proven expertise in using GAMS and GAMS-MIRO is required, along with experience in developing and utilizing Social Accounting Matrices (SAMs) for trade analysis. Additionally, candidates should have experience modeling non-tariff barriers and economic rents, as well as labor market and household heterogeneity within a CGE framework. Experience specifically related to the Saudi economy is considered an asset.

Educational Background:
The educational background required for this position includes a Master's degree in applied economics or a related area. A PhD in the same or a closely related field is highly desirable. Experience:

Languages:
Fluency in both Arabic and English is required for this position, as these are the working languages of the United Nations and ESCWA. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations secretariat.
