Job Overview:
The Finance Manager will play a crucial role in supporting the financial management of the EpiC project within the Ghana country office. This position entails a variety of responsibilities, including monitoring project finances, preparing budgets, and managing financial reporting to ensure compliance with funder regulations. The Finance Manager will also coordinate with headquarters on financial matters and provide technical assistance to enhance the financial capacity of partner organizations. This role requires a strong understanding of Generally Accepted Accounting Principles (GAAP) and may involve developing formal reporting systems to communicate audit results to management and regulatory agencies. The Finance Manager will be expected to provide leadership and technical guidance to ensure compliance with financial standards and regulations.

Duties and Responsibilities:
The Finance Manager will be responsible for a comprehensive range of financial management tasks, including but not limited to:
  • Supporting the project’s financial management areas such as accounting, travel, payments, and reporting systems.
  • Managing project budgets in accordance with the approved annual budget and continuously monitoring expenditures.
  • Overseeing the timely and accurate completion of monthly financial reports for submission to Project Senior Leadership.
  • Managing cost share reporting and ensuring compliance with donor agreements.
  • Maintaining adequate financial resources to support program operations and reimbursements.
  • Monitoring sub-grantees to achieve financial and programmatic goals.
  • Ensuring all financial management activities comply with FHI 360 policies and funder regulations.
  • Conducting pre-award audits of new implementation agencies and overseeing subproject budget development.
  • Contributing to resource development efforts and participating in proposal development processes. 1
  • Supporting internal audit functions and ensuring quality financial operations throughout the project. 1
  • Performing other related duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a comprehensive knowledge of accounting concepts, practices, and procedures, along with financial controls and information systems. Excellent oral and written communication skills are essential, as well as strong organizational and presentation abilities. Project management skills are crucial, along with the ability to influence and negotiate effectively. Familiarity with state and federal laws impacting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and management controls is required, as is knowledge of Sarbanes-Oxley (SOX) regulations and automated financial reporting systems. Candidates should have a solid understanding of GAAP practices and reporting guidelines, along with strong leadership and managerial skills. The ability to multi-task and meet deadlines is also important.

Educational Background:
A Bachelor’s degree in Accounting or Finance is required, with a Master’s degree preferred. This educational background provides the foundational knowledge necessary for effective financial management and oversight within the organization.

Experience:
Candidates should have a minimum of 5-8 years of related work experience, including at least 3 years in financial management and administration, preferably in a regional or multi-partner context. Experience at the corporate or organizational level is also required, along with prior experience managing a financial analysis department. Familiarity with non-governmental organizations (NGOs) and international organizations is highly desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Additionally, fluency in the host country language is preferred to facilitate communication and collaboration within the local context.
