Job Overview: The Resources Management Officer (P) will be stationed in Bridgetown, Barbados, and will report directly to the Chief of Mission (COM). This position requires close coordination with the Deputy Regional Director (Management) in the Regional Office, the Department of Financial and Administrative Management at Headquarters, and the Global Shared Services Center. The officer will be responsible for supervising and managing the budgetary, financial, human resources, and administrative functions of the Barbados Country Office with Coordinating Functions. The role involves overseeing the financial management of all activities within the Country Office, ensuring transparency and accountability in financial expenditures, and preparing program and budget reports in accordance with IOM regulations. The officer will also provide technical support to project managers, maintain internal controls, and manage human resources functions, including recruitment and personnel administration. This position is critical in ensuring that the Country Office operates efficiently and effectively, aligning with IOM's mission and objectives.
Duties and Responsibilities: The Resources Management Officer will have a comprehensive set of duties and responsibilities, including: supervising the Resources Management Unit staff, ensuring performance management and capacity development; monitoring financial management for all activities in the Country Office; overseeing treasury management and cash flow forecasting; preparing program and budget reports; reviewing monthly accounts and conducting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis; assisting project managers in budget preparation; maintaining internal controls to safeguard assets; managing human resources functions and making recommendations on recruitment; overseeing supply chain services and contracts; liaising with the Office of Legal Affairs and Global Procurement Supply Unit; supervising ICT and LEG staff; training local staff on administrative and financial policies; participating in UN meetings; and serving as Officer-in-Charge in the absence of the COM. The officer will also be responsible for ensuring compliance with IOM standards and procedures, and may perform additional duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should have experience in financial and human resources management at the international level, field experience with international institutions, and experience in supervising administrative control procedures and external auditing exercises. Proficiency in corporate IT systems and software is also required.
Educational Background: The educational background required for this position includes a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution. Candidates with a University degree in the aforementioned fields must have a minimum of seven years of relevant professional experience. Professional certifications such as CA, CPA, CIMA, or ACCA are considered an advantage and enhance the candidate's qualifications for the role.
Experience: The position requires candidates to have significant experience, specifically five years of relevant professional experience for those with a Master’s degree, or seven years for those with a University degree. Experience should include financial and human resources management at the international level, field experience in coordination with international institutions, and a proven track record in supervising the development and implementation of administrative control procedures. Candidates should also have experience in coordinating external auditing exercises and using corporate IT systems and software effectively.
Languages: Fluency in English, both oral and written, is required for this position. Knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension based on performance and organizational needs.
