Job Overview: The Project Officer will play a crucial role in overseeing the development, implementation, monitoring, and reporting of the initiative titled 'Fostering Collaborative Approaches to Disaster Preparedness in the Caribbean: Strengthening Human Mobility Frameworks and Building Capacity to Address Disaster Displacement.' This position is vital in enhancing disaster preparedness across thirteen CDEMA participating States, focusing on context-specific, cross-border mobility frameworks and improved coordination of the Caribbean Emergency Shelter/NFI sector. The Project Officer will work under the direct supervision of the Chief of Mission of the Caribbean Country Office, coordinating closely with the Regional Thematic Specialist at the Regional Office for Emergency Preparedness in Panama and relevant HQ Divisions/Departments/Units. The role requires operational, technical, and administrative support to ensure the project's success, aligning with IOM's policies and donor requirements. The Project Officer will also be responsible for establishing a common Monitoring and Evaluation Framework, identifying priority areas for project development, and ensuring effective communication and collaboration with various stakeholders, including government entities and UN agencies.
Duties and Responsibilities: The Project Officer will coordinate the overall implementation of the project, ensuring adherence to financial, administrative, and technical aspects in line with IOM’s policies and donor requirements. Key responsibilities include providing operational guidance and technical supervision to project staff, monitoring project progress, supporting the establishment of a Monitoring and Evaluation Framework, and identifying areas for project development. The officer will supervise project staff and consultants, plan and deliver capacity-building activities, liaise with government entities and stakeholders, manage project-related information, draft quality progress reports, and participate in relevant conferences and working groups. Additionally, the Project Officer will undertake duty travel as required to support project implementation and perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. Candidates should have experience in program conceptualization, monitoring, reporting, evaluation, project development, capacity-building activities, and liaising with governmental and diplomatic authorities. Strong skills in establishing working relationships with government counterparts, international organizations, and private sector entities are essential, along with familiarity with financial and business administration.
Educational Background: The educational background required for this position includes a Master’s degree in fields such as International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with additional years of relevant professional experience is acceptable. This educational foundation is critical for understanding the complexities of migration and disaster preparedness in the Caribbean context.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they possess a University degree. Experience should include program conceptualization, monitoring, reporting, evaluation, and project development. Candidates should also have a proven track record in capacity-building activities and experience in liaising with governmental and diplomatic authorities, as well as national and international institutions. Additionally, experience in organizing consultations, workshops, and seminars with stakeholders is highly valued.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) and/or Dutch is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
