Job Overview:
The Climate Policy and Project Consultant will play a crucial role in supporting the Climate Impact Directorate of the National Undersecretariat for Environment in Argentina. The consultant's primary responsibility will be to provide inputs for developing a monitoring system that tracks the implementation of existing climate policies and measures. This position requires a deep understanding of Argentina's climate policies, particularly the Long-Term Low Emissions Resilient Development Strategy (LTS) and the National Climate Change Adaptation and Mitigation Plan (PNAyMCC). The consultant will analyze relevant documents, design a proposal for a monitoring system, validate this proposal with the Undersecretary of the Environment, and develop suggested procedures for the implementation of the NDC monitoring system. The consultant will also be responsible for generating graphic materials to facilitate understanding of the medium-term commitment path and its integration with long-term strategies. This role is part-time and expected to last for 9 months, allowing for a hybrid work model that includes both home-based work and in-person engagements as required.

Duties and Responsibilities:
  • Analyze relevant documents and reports related to the monitoring systems of national and subnational climate policy instruments, particularly those in force, specified and framed in Law 27,52
  • Design a proposal for a monitoring system for the follow-up of the updated NDC, integrating existing systems, particularly the Mitigation Measures Monitoring System.
  • Validate the monitoring system proposal with the Undersecretary of the Environment.
  • Develop suggested procedures and formats for the implementation of the NDC monitoring system.
  • Create a roadmap proposal for the elaboration of the Second ELP, identifying phases, actors, and necessary instruments for validation at the NGCC roundtables.
  • Generate graphic material to facilitate understanding of the medium-term commitment path and its integration with long-term strategies.
  • Ensure timely delivery of outputs as outlined in the Terms of Reference and maintain quality in design work, materials, and reports produced, with approval from the reporting officer.

Required Qualifications:
• Bachelor's degree in economic sciences, political sciences, or a closely related field (Required). • Postgraduate studies (completed or ongoing) in international economics, national governance, or a closely related field (Required). • Minimum 5 years of general professional experience in the public sector in Argentina (Required). • Minimum 3 years of professional experience in projects related to climate change in Argentina (Required). • Demonstrates a very good understanding of Argentina’s national policy related to climate change and of national and international climate reports (Required). • Minimum 2 years of relevant experience assessing strategies, plans, and reports under the local legal framework and the UNFCCC (Desirable). • Demonstrated experience developing international reports to the UNFCCC (Desirable). • Demonstrated experience developing mid- or long-term climate policy (Desirable). • Experience working with and building partnerships with the public sector, both national and subnational (Desirable). • Experience developing monitoring procedures or related processes (Desirable). • In-depth knowledge of data management and data reporting (Desirable). • Previous experience working under the Argentina national administration would be an advantage (Desirable).

Educational Background:
The position requires a Bachelor's degree in economic sciences, political sciences, or a closely related field. Additionally, postgraduate studies in international economics, national governance, or a closely related field are required, whether completed or ongoing. This educational background is essential for understanding the complexities of climate policy and governance.

Experience:
The consultant must have a minimum of 5 years of general professional experience in the public sector in Argentina, with at least 3 years specifically related to climate change projects. This experience is crucial for understanding the national context and the specific challenges faced in implementing climate policies. Furthermore, familiarity with Argentina's national climate change policies and international climate reporting is essential for the role.

Languages:
Fluency in Spanish is required, as it is the primary language of communication in Argentina. Additionally, confidence in English is also required, as it may be necessary for international reporting and collaboration with global partners.

Additional Notes:
The position is part-time and expected to last for 9 months. The consultant will work in a hybrid model, allowing for both remote work and in-person activities as required.
