Job Overview:
The position of International Expert to train national service providers on case management support for GBV survivors is crucial in the context of UNFPA's ongoing efforts to combat gender-based violence in Turkmenistan. The expert will be responsible for conducting a comprehensive five-day training program aimed at enhancing the skills of Family Support Services (FSS) case management specialists. This training will focus on the advanced application of the Multi-Sectoral Response (MSR) to GBV approach in case management, ensuring that service providers are equipped with the necessary tools and knowledge to support survivors effectively. The expert will also be tasked with preparing training materials, delivering the training, and compiling a training module that reflects regional guidance and practical implementation strategies. The overall goal is to strengthen the capacity of service providers and improve the coordination mechanisms for GBV response at the national level, ultimately contributing to a safer environment for women and girls in Turkmenistan.

Duties and Responsibilities:
The International Expert will undertake several key responsibilities throughout the consultancy period. These include conducting a thorough desk review to inform the training content, preparing comprehensive training materials and presentations over a four-day planning phase, and delivering a five-day training session for FSS case management specialists. The expert will also be responsible for summarizing and compiling a training module on GBV case management, utilizing regional guidance and practical implementation strategies. Additionally, the expert will prepare a detailed final consultancy report that includes recommendations for further interventions to enhance GBV response mechanisms. The total duration of the consultancy is 15 working days, with specific deliverables due by set deadlines, including draft materials by February 18, 2026, and a finalized training module and report by March 16, 2026.

Required Qualifications:
Candidates for this position must possess a Master's Degree in Psychology or a related field. A minimum of seven years of experience in GBV case management is required, with a proven track record of providing specialized services to survivors of gender-based violence and domestic violence. The ideal candidate should have experience conducting training on GBV-related topics and possess knowledge of the MSR to GBV system, along with practical skills in its application. Prior experience working in Central Asia and former Soviet Union countries is highly desirable. Strong presentation and training skills are essential, as well as the ability to engage effectively with diverse stakeholders.

Educational Background:
The educational background required for this position includes at least a Master's Degree in Psychology or a closely related field.   • The expert will work primarily from home, with one required country mission scheduled for the week of March 2-6, 202
  • Travel costs for this mission will be covered in accordance with UNFPA's Duty Travel Policy. The consultancy fee will be calculated based on the P4 level of the UN Salary Scale for Professional and higher categories, effective January 1, 2026, and will be paid in a lump sum upon successful completion of all deliverables.
