Job Overview: The Finance Assistant will play a crucial role in supporting the Migration Health Programme Monitoring and Administrative-Finance functions within the Global Migration Health Division (MHD) at the Manila Administrative Center (MAC). This position involves a variety of financial tasks, including the production and enhancement of financial monitoring reports for large global migration health assessment programs. The Finance Assistant will be responsible for conducting in-depth financial performance analysis, maintaining financial records, assisting in budget preparation and evaluation, and processing invoices and claims. The role requires a proactive approach to identifying potential financial issues and proposing corrective measures, as well as providing administrative support to ensure the smooth operation of financial processes within the organization. The Finance Assistant will also be involved in training and supporting staff on financial matters, contributing to the overall efficiency and effectiveness of the MHD unit.
Duties and Responsibilities:
Financial Monitoring and Reporting: Produce and enhance monthly, quarterly, and annual financial monitoring reports for various global migration health assessment programs. Conduct financial performance analysis and transaction reviews, ensuring that country offices are informed of findings and necessary actions. Maintain a record of financial trends and propose corrective measures when necessary. Assist in preparing financial reports and presentation materials for submission to project managers and committees.
Budget Preparation and Evaluation: Review and analyze new and supplemental budget requests from IOM missions, communicating findings and recommendations. Consolidate budget requests and assist in preparing and reviewing budgets for upload. Follow up with offices on missing budget submissions.
Invoicing and Claim Processing: Perform monthly reviews and billing of invoices, ensuring the completeness and eligibility of medical claims. Prepare and maintain accounts receivable aging reports and reconcile claims with donors to identify unpaid and rejected claims.
Administrative Support Tasks: Assist in project activation procedures and financial closing of health projects. Develop and enhance templates and automate management reports. Organize and manage filing systems for financial documents and assist with audit queries and investigations. Provide training support on financial issues and recommend process improvements to align with IOM policies.
Required Qualifications: Candidates must possess a university degree in Accounting, Finance, Business Administration, or a related field, along with three years of relevant professional experience in accounting, finance, budgeting, or auditing. Alternatively, candidates with a completed high school degree and five years of relevant experience will also be considered. Knowledge of accounting systems, particularly Oracle, and familiarity with generally accepted accounting principles and internal controls are essential. Candidates should demonstrate strong analytical and problem-solving skills, as well as excellent organizational and multi-tasking abilities.
Educational Background: A university degree in Accounting, Finance, Business Administration, or a related field is required. Candidates with a high school diploma may be considered if they have significant relevant experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational background meets international standards.
Experience: Candidates should have at least three years of relevant professional experience in accounting, finance, budgeting, or auditing. Experience in medical insurance claims processing and invoicing, as well as financial monitoring of health-related projects, is highly desirable. Familiarity with accounting systems and a high level of computer literacy, particularly in MS Excel and PowerPoint, are also important for this role.
Languages: Fluency in English is mandatory, as it is the working language of the organization. Knowledge of additional languages, particularly those relevant to the regions served by IOM, is considered an advantage and may enhance a candidate's application.
