Job Overview:
The Director position within the Talent Acquisition Division of the Budget, People, and Management Systems Department at ADB is a pivotal role that involves leading the strategic direction and operational management of the division. The Director will be responsible for establishing and cascading the division's vision and goals, ensuring alignment with ADB's overarching objectives, particularly those outlined in Strategy 203
  • This role requires a proactive approach to human resources management, particularly in talent acquisition, where the Director will implement innovative strategies to position ADB as an employer of choice. The Director will oversee the planning and execution of recruitment processes, ensuring compliance with ADB policies while enhancing the efficiency and effectiveness of talent acquisition initiatives. The role also emphasizes the importance of diversity, inclusion, and belonging within the organization, requiring the Director to implement strategies that promote these values across all recruitment and HR practices.

Duties and Responsibilities:
The Director will have a comprehensive set of responsibilities, including but not limited to: establishing the division's vision and goals in alignment with ADB's strategic objectives; leading the planning and implementation of work plans; monitoring the quality of outputs and achievement of objectives; providing leadership in HR matters and contributing innovative approaches to talent acquisition; designing and implementing talent acquisition strategies; overseeing major recruitment programs and initiatives; ensuring ADB's competitiveness in attracting talent; leading recruitment outreach activities; supporting line managers in recruitment and retention efforts; optimizing budget and resources for talent acquisition services; facilitating effective internal communications; fostering a positive workplace environment; managing performance and development of diverse teams; and providing support on complex HR issues related to talent acquisition.

Required Qualifications:
Candidates for the Director position must possess a Master's Degree or equivalent in Business Management, Finance, Economics, Engineering, Social Sciences, or related fields. Alternatively, a University degree in these areas combined with at least 10 years of relevant work experience in an international financial institution is acceptable. Additionally, candidates should have at least 15 years of professional experience in HR management, particularly in recruitment at both international and domestic levels, along with experience in policy and program development. Familiarity with the operational policies and programs of international finance institutions is highly desirable, as is a strong understanding of HR management policies and procedures. Candidates should also demonstrate proven management and leadership qualities, excellent interpersonal skills, and the ability to work effectively in a multicultural environment.

Educational Background:
The educational background required for this position includes a Master's Degree or equivalent in relevant fields such as Business Management, Finance, Economics, Engineering, or Social Sciences. A Bachelor's degree in these areas is acceptable if accompanied by significant professional experience in an international financial institution, particularly in HR management and recruitment.

Experience:
The position requires a minimum of 15 years of relevant professional experience, with a strong emphasis on effective management of human resources, particularly in recruitment and policy development. Candidates should have experience working in international financial institutions and demonstrate a comprehensive understanding of HR management practices and strategies.

Languages:
Proficiency in English is mandatory, with excellent oral and written communication skills required for effective interaction with diverse stakeholders. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly in enhancing communication within the multicultural environment of ADB.

Additional Notes:
This appointment is a fixed-term managerial position for an initial period of 3 years, with the possibility of renewal based on ADB's organizational needs and the staff's competencies.
