Job Overview:
The Design Team Manager will play a crucial role in supporting IOM Ukraine's initiatives aimed at providing housing units, particularly for internally displaced persons (IDPs) in Ukraine. This position involves working under the supervision of the Chief of Mission and the Programme Coordinator (Housing/WASH), and closely coordinating with the Project Officer (Engineer) and other technical specialists. The successful candidate will be responsible for managing the IOM Design Team, overseeing the design process of housing projects, and ensuring compliance with technical requirements set by IOM and government authorities. The role requires a proactive approach to planning, executing, and supervising construction projects, as well as coordinating with various stakeholders to facilitate the necessary permits and approvals for construction works. The Design Team Manager will also be tasked with monitoring contractor compliance, conducting site inspections, and providing technical support to the Supply Chain unit, ensuring that all activities align with IOM's policies and procedures.

Duties and Responsibilities:
  • Provide specialized support to the implementation of housing projects for IDPs in Ukraine.
  • Assist the Programme Coordinator in coordinating and monitoring housing and emergency response design activities.
  • Manage the IOM Design Team and coordinate with IOM Construction/Shelter teams, implementing partners, and stakeholders.
  • Facilitate the design process by guiding design engineers and architects, and coordinating with the Supply Chain unit for contracting design service providers.
  • Ensure positive expertise results for designs by liaising with external design expertise companies.
  • Plan, execute, and hand over construction projects while supervising the team during authors' works.
  • Review and recommend approval for technical documentation, including structural analysis, drawings, specifications, and cost estimates.
  • Coordinate with governmental and local authorities to obtain necessary permits for construction works.
  • Supervise the design team to ensure compliance with technical requirements. 1
  • Monitor contractor compliance with contract technical requirements and recommend corrective actions as necessary. 1
  • Organize site inspections and quality assurance activities for all projects. 1
  • Provide technical support to the Supply Chain unit by reviewing and preparing procurement documents. 1
  • Maintain work schedules and track progress using automated systems. 1
  • Assist the Programme Coordinator in writing regular reports on project aspects, including financial and technical compliance. 1
  • Comply with IOM's policies and procedures, including PSEA and promoting a respectful work environment. 1
  • Participate in duty travel teams related to project implementation as required. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Architecture with at least 2 years of relevant professional experience, or a University degree in the same field with 4 years of relevant professional experience.
  • Certification as a licensed professional architect is mandatory.
  • Proven experience in managing the design-making process and in planning, monitoring, and implementing civil design projects.
  • Experience working with non-governmental organizations and/or international organizations is an advantage.
  • Excellent knowledge of design software, including AutoCAD, and planning software such as MS Project.
  • Familiarity with applicable codes, policies, standards, and best practices related to project management.

Educational Background:
Candidates must possess a Master’s degree in Architecture or a University degree in the same field. A Master’s degree is preferred, accompanied by at least 2 years of relevant professional experience. Alternatively, candidates with a University degree must have a minimum of 4 years of relevant professional experience. Additionally, certification as a licensed professional architect is required to ensure that the candidate has met the necessary professional standards and qualifications in the field of architecture.

Experience:
The position requires candidates to have a solid background in managing the design-making process, with specific experience in planning, monitoring, and implementing civil design projects. Candidates should have a minimum of 2 years of relevant professional experience if they hold a Master’s degree, or 4 years if they have a University degree. Experience working with non-governmental organizations and/or international organizations is considered an advantage, as it demonstrates familiarity with the operational context and challenges faced in such environments.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within IOM and for reporting purposes. Knowledge of Ukrainian or Russian is highly desirable, as it will facilitate communication with local stakeholders and authorities, enhancing the effectiveness of project implementation and coordination.

This position is based in Kyiv, Ukraine, and is likely to be a full-time role. The successful candidate will be expected to engage in both field and office work, requiring flexibility and adaptability to changing project needs. The contract duration may vary based on project requirements and funding availability.
