Job Overview: The Resource Mobilization and Partnership Specialist will play a crucial role in strengthening partnerships and enhancing donor portfolios for UNFPA's initiatives in Eastern Europe and Central Asia. This position will work under the guidance of the Regional Director and the direct supervision of the Regional Resource Mobilization and Partnerships Advisor. The specialist will focus on engaging with various stakeholders, including the European Union, bilateral aid agencies, national governments, International Financial Institutions (IFIs), and private sector entities. The role is essential for ensuring compliance with UNFPA policies while advancing the organization's mission and strategic objectives. The incumbent will be responsible for identifying resource gaps, developing strategies for resource mobilization, and fostering collaboration among country offices to enhance UNFPA's impact in the region.
Duties and Responsibilities: The duties and responsibilities of the Resource Mobilization and Partnership Specialist include:
Supporting Country Offices and the Regional Office in analyzing the financing landscape, identifying resource gaps, and exploring partnership opportunities.
Co-leading the development and implementation of resource mobilization strategies and plans at both the Regional and Country Office levels.
Assisting in the co-creation of UN Joint programmes that align with national development priorities and humanitarian contexts.
Coordinating resource mobilization advice for European Commission proposals, including drafting proposals and ensuring compliance with relevant regulations.
Supporting humanitarian fundraising efforts by tracking resources allocated to regional and national responses and coordinating donor requests.
Acting as the regional focal point for the Client Relationship Management (CRM) platform, ensuring accurate data entry and tracking of proposals and agreements.
Conducting regular scans of digital platforms to identify new resource mobilization opportunities.
Strengthening capacities in financing for development, including domestic financing and innovative fundraising strategies.
Co-leading capacity needs assessments and developing training materials to address identified gaps. 1
Documenting best practices in resource mobilization and partnerships to enhance organizational learning.
Required Qualifications: Candidates must possess a Master’s Degree or equivalent in fields such as Business Administration, Public Health, Economics, Social Sciences, International Relations, Financing for Development, Sustainable Financing, or Political Sciences. Additionally, candidates should have at least 5 years of progressively responsible experience in fundraising, marketing, or corporate social responsibility, with a strong background in international development fundraising. Knowledge of donor policies and procedures is advantageous, as is experience in managing partnerships with various stakeholders. Candidates should demonstrate initiative, sound judgment, and the ability to work harmoniously with diverse teams.
Educational Background: A Master’s Degree or equivalent in relevant fields such as Business Administration, Public Health, Economics, Social Sciences, International Relations, Financing for Development, Sustainable Financing, or Political Sciences is required for this position. This educational background is essential for understanding the complexities of resource mobilization and partnership management in the context of international development.
Experience: The position requires a minimum of 5 years of relevant professional experience, particularly in fundraising, marketing, or corporate social responsibility. Candidates should have experience working with key bilateral donors, the European Union, or International Financial Institutions, ideally with at least two years of experience at the international level. Proven experience in managing partnerships and developing effective collaborations with donors and stakeholders is crucial for success in this role.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages is considered desirable and may enhance a candidate's profile, particularly in a multicultural work environment.
