Job Overview:
The Inter-Agency Coordination Associate plays a crucial role within the Lebanon Response Plan (LRP), which addresses the complex humanitarian needs in Lebanon. This position is situated at the heart of the Inter-Sector Coordination Group (ISCG), which is responsible for facilitating collaboration among various sectors and agencies involved in humanitarian response. The associate will provide essential support to the ISCG Co-Chairs and act as the primary link between different coordination mechanisms, ensuring that decisions and processes are followed up effectively. The role requires a high level of adaptability and the ability to manage multiple responsibilities under pressure, as the operational context in Lebanon is dynamic and often challenging. The associate will also be responsible for emergency preparedness and response coordination, particularly for small-scale and sudden-onset emergencies, which necessitates close collaboration with various stakeholders, including UN agencies, NGOs, and government entities. The ideal candidate will be proactive, organized, and possess strong coordination skills to navigate the complexities of humanitarian operations.

Duties and Responsibilities:
The Inter-Agency Coordination Associate will be responsible for a wide range of duties, including:
  • Supporting the Senior Inter-Agency Coordination Officer in bridging communication between the Inter-Sector and Sector/Sub-sector coordinators, ensuring effective collaboration and information flow.
  • Assisting in the implementation of comprehensive coordination strategies at the Sector/Sub-sector level, in alignment with the vision and guidance of the Inter-Sector Coordinator.
  • Aiding in the preparation of strategies, work plans, budgets, and other planning documents that contribute to the Regional Refugee Response plan.
  • Promoting consistency in coordination standards and capacity among Sectors/Sub-sectors, ensuring that cross-cutting issues such as gender equality are integrated into all activities.
  • Acting as the information management focal point, collecting and analyzing data on sector activities, and supporting the writing of sector-specific reports.
  • Facilitating the organization of presentations, events, workshops, and training sessions in line with the work plans and strategies of the Inter-Sector and Sector/Sub-sectors.
  • Identifying and managing risks, raising issues and concerns to supervisors, and ensuring that decision-making is informed by risk assessments.
  • Performing other related duties as required to support the overall coordination efforts.

Required Qualifications:
Candidates must possess a strong understanding of UNHCR and interagency policies, standards, and humanitarian operations. Essential qualifications include demonstrated coordination and interpersonal skills, as well as the ability to draft and communicate information effectively in both written and oral formats. Candidates should also have a proactive approach to problem-solving and the ability to work independently while maintaining accountability. Familiarity with coordination architectures and collective decision-making processes is crucial for success in this role.

Educational Background:
The minimum educational requirement for this position is a High School Diploma, with a preference for candidates holding a Bachelor’s degree or higher in relevant fields such as law" style="border-bottom: 1px dotted #007bff !important;">International Law, Political Science, Social Science, International Relations, or Communications. Certifications in these areas are considered an asset and may enhance a candidate's application.

Experience:
Candidates should have a minimum of three years of relevant experience for those with a High School Diploma, or two years of relevant work experience for those with a Bachelor’s degree or higher. Experience in inter-agency and inter-sector coordination, particularly in complex humanitarian settings, is essential. Familiarity with emergency response and preparedness planning is also highly desirable, as is experience in managing coordination secretariat functions and supporting governance structures.

Languages:
Proficiency in English is mandatory, along with knowledge of the UN working language of the duty station, which is Arabic in Lebanon. Additional language skills may be considered an asset, particularly if they enhance communication with local stakeholders and communities.
