Job Overview:
The ICT Officer position is crucial for ensuring the effective delivery and continuity of ICT services within the OSCE Mission to Serbia. The successful candidate will be responsible for overseeing local ICT operations, ensuring alignment with the Secretariat and ICT Shared Services frameworks. This role involves advising the Chief of Fund Administration on various operational aspects, including budget execution, IT security, and asset management. The incumbent will also monitor ICT expenditures, maintain relationships with vendors, and ensure the secure operation of the Mission's ICT infrastructure. The position requires a proactive approach to implementing OSCE information security standards and managing incident responses. The ICT Officer will also play a key role in training staff on ICT policies and procedures, ensuring compliance and enhancing user competence.

Duties and Responsibilities:
The ICT Officer will have a wide range of responsibilities, including: Overseeing the delivery and continuity of ICT services to the Mission; Advising the Chief of Fund Administration on operational status, internal controls, and IT security; Monitoring ICT expenditure against approved budgets; Maintaining professional relations with ICT vendors; Ensuring the availability and reliability of ICT infrastructure; Coordinating configuration management and upgrades; Supporting the implementation of information security standards; Monitoring logs for potential security threats; Coordinating incident handling with the OSCE Security Incident Response Team; Monitoring capacity and performance of local ICT services; Overseeing Help Desk operations; Supporting the implementation of ICT policies; Developing user guidance and training materials; Ensuring the security of network and communications services; Overseeing ICT continuity arrangements; Supporting electronic records management; Performing other duties as required.

Required Qualifications:
Candidates must possess citizenship of or permanent residence in the Republic of Serbia. A first-level university degree in computer science, computer engineering, programming, IT networking, ICT security, or related fields is required. Additionally, candidates should hold a systems and network certification (e.g., CCNA, Windows Server) and have a minimum of two years of relevant professional experience in information technology or related fields, preferably within an international organization. Strong planning and organizational skills are essential, along with knowledge of the OSCE administrative framework and ICT management certifications (e.g., ITIL) being advantageous. Excellent communication skills in both English and Serbian are mandatory, and candidates should demonstrate the ability to work with diverse groups while maintaining impartiality.

Educational Background:
The position requires a first-level university degree in fields such as computer science, computer engineering, programming, IT networking, ICT security, or Management Information Systems (MIS). This educational background is essential for understanding the technical aspects of the role and effectively managing ICT services within the Mission.

Experience:
Candidates should have a minimum of two years of relevant professional experience in information technology, network administration, or technical IT support. Experience in an international organization is preferred, as it provides familiarity with the unique challenges and operational frameworks of such environments. The ability to work effectively in a fast-paced, demanding environment with multiple priorities is crucial for success in this role.

Languages:
Proficiency in both English and Serbian is mandatory for this position, as effective communication is vital for collaboration and reporting. Additional language skills may be considered an asset, particularly if they enhance the candidate's ability to engage with diverse stakeholders within the OSCE framework.

Additional Notes:
The position offers a one-year fixed-term Letter of Appointment, subject to a satisfactory completion of a 6-month probationary period. The contract is renewable annually based on performance and the continuing need for the position. The monthly remuneration is approximately EUR 2,250.33, subject to social security deductions.
