Job Overview:
The Area Manager position is crucial for ensuring the effective implementation of the NRC country strategy within the designated Area Office in Sudan. Given the current context of violent urban warfare and civil unrest that has escalated since April 2023, the Area Manager will play a pivotal role in addressing the humanitarian needs arising from the largest displacement crisis in the world. The position requires a strategic approach to managing operations in 'Hard-to-Reach' areas, where the threat of famine and ongoing conflict poses significant challenges. The Area Manager will be responsible for leading a team that aims to avert serious food insecurities, expand access to basic education, and enhance protections for at-risk populations. This role involves collaboration with local authorities, institutions, and partners to deliver multisector services to communities affected by urban displacement, ensuring that the needs of the most vulnerable are met effectively and efficiently.

Duties and Responsibilities:
The Area Manager will have a comprehensive set of responsibilities, including but not limited to:
  • Line management of senior project staff and support functions, including Field Office Coordinators, ensuring effective team performance and accountability.
  • Participation in the Country Management Group (CMG) to contribute to strategic decision-making and policy development.
  • Compliance with NRC policies, guidance, and procedures, ensuring that all operations adhere to established standards.
  • Providing area-specific input on Core Competency strategies, the Country Strategy, and the Plan of Action.
  • Organizing grants opening and closure meetings at the area level to ensure proper management of funding and resources.
  • Developing terms of reference for the Area Management Team and building a capable team to deliver on strategic objectives in Darfur.
  • Ensuring the inclusion of displacement- and conflict-affected individuals in decision-making processes and accountability mechanisms.
  • Proactively managing relationships with local authorities and institutions, supporting local partners, and engaging with local systems such as markets and educational institutions.
  • Supporting the delivery of NRC Sudan's country strategy, including the integration of technology and local market engagement in program implementation. 1
  • Developing an area program that annually assists at least 500,000 people in humanitarian need, aiming for a strategic impact beyond mere program delivery, including capacity development and policy advocacy.

Required Qualifications:
Candidates for the Area Manager position must possess a minimum of 3 years of experience working as a Senior Project Manager in a humanitarian or recovery context. Previous experience in complex and volatile environments is essential, along with documented results related to the responsibilities of the position. Candidates should have experience in implementing and managing cash-based interventions and market-based programs. A strong understanding of leadership skills and the ability to communicate effectively in English, both written and verbal, are mandatory. Knowledge of the context in Sudan is desirable, as is proficiency in Arabic or other local languages. Experience in high-risk contexts and access-constrained operating environments is also preferred, along with strong leadership skills and a supportive management style.

Educational Background:
The educational background required for the Area Manager position includes a relevant degree in fields such as international relations, humanitarian studies, social sciences, or a related discipline. Advanced degrees or specialized training in humanitarian response, project management, or leadership in crisis contexts may be advantageous. Candidates should demonstrate a commitment to continuous professional development and a strong understanding of the humanitarian sector.

Experience:
The position requires a minimum of 3 years of relevant experience in a senior project management role within a humanitarian or recovery context. Candidates should have a proven track record of managing complex projects in volatile environments, with experience in leading teams and delivering results under challenging circumstances. Familiarity with the specific challenges faced in Sudan, including conflict dynamics and humanitarian needs, is highly desirable.

Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. Knowledge of Arabic or other local languages is considered an asset, as it will facilitate communication with local communities and stakeholders. Proficiency in additional languages may also be beneficial, depending on the specific context of the area of operation.

Additional Notes:
The duty station for this position is South Darfur, with a salary grade of 10 on NRC’s international salary scale. The contract duration is for 12 months, with the possibility of extension based on performance and funding availability. The role requires approximately 40% travel within the region.
