Job Overview:
The Procurement Officer position at the IMF is a critical role within the Corporate Services and Facilities Department, specifically in the Procurement Section. This position is responsible for the procurement of essential goods, services, and works that support the operational needs of the IMF. The Procurement Officer will engage in strategic sourcing and commodity procurement across various categories, including information technology, professional services, and facilities management. The role requires collaboration with different business units and stakeholders to ensure effective procurement processes that align with the IMF’s Procurement Policy and Procedures. The Procurement Officer will also focus on continuous improvement within the procurement section, developing strategies that aim to reduce costs while enhancing operational efficiency and minimizing risks.

Duties and Responsibilities:
The Procurement Officer will report directly to the Chief of the Procurement Section and will be responsible for a range of duties, including but not limited to: leading strategic sourcing projects, conducting supply market analysis, developing procurement strategies, creating RFPs, managing competitive bidding processes, negotiating contracts, and ensuring compliance with service metrics. The officer will also monitor vendor performance, build relationships with stakeholders, and manage end-to-end procurement processes. Responsibilities include preparing solicitation documents, guiding evaluation committees, establishing negotiation strategies, preparing contracts, and advising project managers on contractual obligations. The role also involves applying innovative technologies and data analytics to enhance procurement operations and support functions such as requirement forecasting and vendor performance analysis.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent in business administration, law, materials management, logistics, procurement, or a related field. Alternatively, a university degree supplemented by a minimum of six years of relevant professional experience is acceptable. The position requires significant expertise in procurement, contract management, and logistics, with a strong emphasis on category management and supplier performance management. Technical skills in databases and document management systems such as PeopleSoft and Coupa are also essential.

Educational Background:
The ideal candidate should have an advanced university degree in a relevant field such as business administration, law, or procurement. A university degree with additional professional experience is also acceptable. The educational background should provide a solid foundation in procurement principles and practices, as well as an understanding of contract management and logistics.

Experience:
Candidates should have a minimum of five years of relevant work experience in procurement, contract management, or logistics. Experience in category management and supplier performance management is particularly important. The role may also benefit from prior experience in coordinating large RFPs and managing third-party risks, which would enhance the candidate's ability to navigate complex procurement scenarios effectively.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

The selected candidate will be offered a 3-year Term appointment in accordance with the IMF's employment rules.
