The organization collaborates with governmental, intergovernmental, and non-governmental partners to address migration issues and trends in Central Asia, specifically in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. IOM's mission in Kazakhstan includes coordinating migration strategies and policies, particularly through its regional project funded by the Swiss Agency for Development and Cooperation (SDC).

Job Overview:
The Consultant for the Labour Migration Project will play a crucial role in assessing the effectiveness of project monitoring and regional implementation within the SDC Labour Migration Programme in Kazakhstan. The position requires the consultant to generate evidence-based recommendations for future planning and policy adaptation. The consultant will be responsible for developing a methodology and work plan, conducting surveys and interviews, and synthesizing feedback from stakeholders. The role demands close collaboration with various stakeholders, including governments, international organizations, and the private sector, to ensure the sustainability of project activities and to encourage sustainable change among stakeholders. The consultant will also be tasked with delivering a series of reports summarizing findings and strategic recommendations based on the research conducted.

Duties and Responsibilities:
  • Develop and submit a comprehensive methodology and work plan by February 20, 2026, outlining the approach, tools, timeline, and stakeholder engagement strategy.
  • Prepare a Findings Report by March 20, 2026, summarizing regional insights, monitoring effectiveness, survey analysis, and lessons learned.
  • Deliver a Final Reflection Report by April 20, 2026, which includes a consolidated report with strategic recommendations and a presentation-ready summary for IOM and relevant stakeholders.
  • Conduct reflection exercises across key regions of Kazakhstan, including Akmola, Almaty, Turkistan, East Kazakhstan, Karaganda, and Kostanay.
  • Review project monitoring tools and facilitate workshops with regional partners and project experts.
  • Collect and synthesize feedback from stakeholders and develop a final report with strategic recommendations.
  • Identify potential private sector operators for interviews and manage the implementation of the research agenda according to the approved methodology.
  • Coordinate with the IOM office for necessary meetings and tele/videoconferences.
  • Perform fieldwork in Kazakhstan, including interviews and focus groups, as outlined in the methodology. 1
  • Deliver a presentation highlighting key findings and recommendations from the research project.

Required Qualifications:
Candidates must possess a university degree or diploma in Humanitarian, Political or Social Science, Finance, Economics, or a related field from an accredited academic institution, along with three years of relevant experience. Alternatively, a High School Diploma in the aforementioned fields with two years of relevant working experience is acceptable. The consultant should have experience in statistical tools, reporting, and qualitative and quantitative research, preferably within the international humanitarian field. An in-depth understanding of migration theories, policies, and trends at both national and international levels is essential. Candidates should also demonstrate the ability to develop high-quality reports, including drafting findings, analysis, and policy recommendations, and have experience working with international organizations and UN agencies.

Educational Background:
The educational background required for this position includes a university degree or diploma in relevant fields such as Humanitarian, Political or Social Science, Finance, or Economics from an accredited institution. Candidates with a High School Diploma in these fields may also apply if they have the requisite experience. The educational qualifications should be complemented by relevant work experience in the field of migration or related areas.

Experience:
The position requires candidates to have a minimum of three years of relevant experience if they hold a university degree, or two years if they possess a High School Diploma. Experience in statistical tools, reporting, and conducting qualitative and quantitative research is advantageous. Candidates should have a proven track record of designing and conducting surveys and interviews to gather insights from stakeholders, as well as experience in developing high-quality reports that include findings, analysis, and policy recommendations. Familiarity with international organizations and UN agencies is considered an advantage.

Languages:
A good command of oral and written English or Russian is mandatory for this position. Knowledge of Kazakh is considered an advantage. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. IOM's official languages are English, French, and Spanish, and candidates should be prepared to demonstrate their language skills during the selection process.

The consultancy position is subject to funding confirmation and will require the candidate to be medically fit for appointment. The consultant will be responsible for their own medical insurance for non-occupational accidents or illnesses. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy.
