Job Overview:
The consultant will play a crucial role in the design and implementation of health workforce capacity-building initiatives in the Western Pacific Region, focusing on the Global Health Learning Centre (GHLC) and regional collaboration among national health academies. The position requires a deep understanding of health workforce issues and the ability to engage with various stakeholders, including WHO country offices and member states. The consultant will contribute to the development of curricula, support organizational activities, and ensure quality assurance for normative products. This role is essential for strengthening the competencies of health workers and policymakers, which is a core priority for WHO in the region.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables:
  • Global Health Learning Centre (GHLC) 2026 - curriculum and implementation support, including designing and refining the curriculum, drafting programme documentation, and providing technical support for GHLC activities.
  • Strengthening regional collaboration among national health academies and training institutions by supporting the design and organization of regional meetings, preparing background documents, and facilitating sessions.
  • Enhancing quality assurance for normative products by contributing to the development of tools for the Quality Support Panel, documenting workflows, and creating orientation materials for staff. The consultant will also engage in corporate reporting tasks as needed.

Required Qualifications:
Candidates must possess a Master’s degree in public health, public policy, education, social science, or a related field from a recognized university. Additional training in health workforce development or adult learning is desirable. Essential qualifications include at least seven years of relevant experience in public health or health systems, particularly in capacity-building or learning programmes. Experience with international organizations, especially WHO or UN agencies, is preferred, along with skills in organizing multi-country meetings and workshops.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as public health, public policy, education, or social science. Additional training in health workforce development or adult learning is considered an asset. Candidates must have their degrees from institutions recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of seven years of relevant experience in public health or health systems, with a focus on health workforce capacity-building or learning programmes. Experience working with international organizations, particularly in multicultural and multi-country contexts, is highly desirable. Candidates should also have experience in organizing training programmes and workshops, both online and in-person.

Languages:
Expert knowledge of English, both oral and written, is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to the Western Pacific Region.

  • The consultant will be compensated at a rate of USD 6000 per month, with no additional living expenses provided. The consultant is not expected to travel for this role.
