Job Overview: The primary objective of this consultancy is to develop a regional policy framework that facilitates the adoption of circular economy practices among Small and Medium Enterprises (SMEs) in the Arab region. The expert will lead the design of a comprehensive framework that guides Arab policymakers in promoting SME engagement in circular economy initiatives. This framework will be informed by a thorough review of existing national strategies, policies, and regulatory instruments related to the circular economy in the region. The expert will also engage with key stakeholders from Lebanon, Morocco, and Oman to ensure that their insights and specific needs are integrated into the framework's development. The role is crucial in addressing the existing policy and implementation gaps and supporting countries in establishing their national circular economy strategies.
Duties and Responsibilities: The expert will be responsible for several key tasks, including: conducting a desk review of existing circular economy policies, strategies, and initiatives in the Arab region related to SMEs; engaging with stakeholders from Lebanon, Morocco, and Oman to gather insights and priorities; developing a regional policy framework that includes at least two chapters as outlined in the methodology; coordinating continuously with ESCWA and other consultants to align the framework with project objectives; providing the first full draft of the framework for ESCWA’s review; preparing and delivering a presentation for the online regional consultation meeting; facilitating discussions during the validation meeting; and incorporating feedback from stakeholders to finalize the framework.
Required Qualifications: Candidates must possess a master’s degree in circular economy, sustainability, economics, political economy, or a related field such as environmental policy or business development with a focus on sustainability. Alternatively, a first-level university degree combined with qualifying years of experience may be accepted in lieu of the advanced degree. All candidates are required to submit a copy of their educational degree, as incomplete applications will not be reviewed. Additionally, at least 10 years of experience in circular economy, sustainable development, or economics is required, along with proven experience in designing policy frameworks or strategic guidelines and conducting regional analysis and stakeholder consultations. Familiarity with SME development or enabling environments is considered desirable.

In cases where candidates possess a first-level university degree, they must also have significant qualifying experience to be considered for the role. While French is also a working language of the United Nations, proficiency in Arabic and English is essential for this role.
