The expert will play a significant role in assessing the performance of the CP, which encompasses various interventions across four thematic areas. The evaluation aims to enhance accountability, support evidence-based decision-making, and improve learning outcomes. The expert will provide substantive inputs throughout the evaluation process, contributing to the development of the evaluation methodology and participating in stakeholder engagements. The role requires a deep understanding of youth-friendly sexual and reproductive health and rights (SRHR) services, gender equality, and the empowerment of women and girls, as well as familiarity with national policies and programs related to adolescents and youth.
Duties and Responsibilities: The Adolescent, Youth and Gender Expert will be responsible for providing expertise in gender, adolescents, and youth throughout the evaluation process. Key duties include:
Contributing to the development of the evaluation methodology and work plan.
Participating in meetings with the CPE manager, UNFPA staff, and other stakeholders.
Conducting document reviews and interviews with stakeholders.
Engaging in group discussions to gather qualitative data.
Ensuring that the evaluation addresses cross-cutting issues such as human rights, gender equality, and disability inclusion.
Collaborating with the evaluation team to ensure a comprehensive assessment of the CP's performance.
Reporting to the CPE Manager and Evaluation Team Leader on progress and findings.
Required Qualifications: The ideal candidate for the Adolescent, Youth and Gender Expert position must possess a Master's degree in public health, gender/women's studies, human rights law, social sciences, development studies, or a related field. Additionally, the candidate should have 7-10 years of experience in conducting evaluations, assessments, or research studies in gender and youth programs. A strong background in gender equality and women's empowerment, particularly in relation to GBV and harmful practices, is essential. The candidate should also demonstrate familiarity with national development contexts and UNFPA's operational modalities.
Educational Background: Candidates must hold a Master's degree in a relevant field such as public health, gender studies, human rights law, social sciences, or development studies. This educational background is critical for understanding the complexities of gender and youth issues and for effectively contributing to the evaluation process.
Experience: The position requires 7-10 years of relevant experience in conducting evaluations, reviews, assessments, or research studies focused on gender and youth programs. Candidates should have demonstrated experience in adolescents and youth programming, including knowledge of SRHR and national policies related to youth.
Languages: Fluency in English (both written and spoken) is mandatory for this position. A working knowledge of Hindi is considered an advantage, as it will facilitate communication with local stakeholders and enhance the evaluation process.

The work will predominantly be conducted remotely, with travel required for field phases and coordination with team members and stakeholders. The consultant must have their own laptop, and travel arrangements will be managed by UNFPA, with a daily subsistence allowance provided according to UN rates.
