Job Overview: The Stakeholder and Capacity Development Consultant will play a crucial role in enhancing the capacity of Central Asian countries, specifically Uzbekistan, Kyrgyzstan, and Tajikistan, to utilize Earth Observation and geospatial tools for drought and crop monitoring. This position involves the development of a drought monitoring portal and the organization of training sessions aimed at empowering local stakeholders with the necessary skills to manage and operate the drought information system. The consultant will work under the supervision of the project manager and the Chief of the Space Applications Section, ensuring that the project aligns with the Asia-Pacific Plan of Action on Space Applications for Sustainable Development (2018-2030). The consultant will also be responsible for collaborating with local institutions and stakeholders to ensure the successful implementation of the project activities, which include building a conceptual framework for the drought information system, conducting training sessions, and developing operational manuals.
Duties and Responsibilities:
Organize a regional hands-on training on drought indicators for approximately 30 participants.
Develop an operational user-friendly drought monitoring system portal specifically for Uzbekistan.
Create an operational manual for users of the drought monitoring system.
Conduct training sessions for a minimum of 25 participants from various agencies to ensure effective use of the system.
Deliver an agreed regional training agenda and logistics information note by 28 November 202
Prepare a prototype portal ready for demonstration by 15 December 202
Complete the regional training by 22 December 202
Ensure the development of a fully operational drought monitoring system, including a public interface and user operational manual, by 15 March 202
Conduct field validation of the system by 15 April 202

Complete training for users by 15 June 2026.
Required Qualifications: The consultant must possess an academic degree in engineering, information technology, capacity development, big Earth data analysis, remote sensing, economics, or related fields. Additionally, the consultant should have at least five years of working experience in conceptualizing and operationalizing geospatial information applications for development purposes, along with corresponding capacity development experience. Leadership experience in managing teams or organizations is also required, demonstrating the ability to guide and mentor others in the field.
Educational Background: A relevant academic degree is essential for this position, with a focus on fields such as engineering, information technology, capacity development, big Earth data analysis, remote sensing, or economics. This educational background will provide the necessary foundation for understanding the complexities of geospatial tools and their applications in drought monitoring and management.
Experience: The position requires a minimum of five years of professional experience in the field of geospatial information applications, particularly in contexts related to development and capacity building. The consultant should have a proven track record of successfully leading projects or teams, showcasing their ability to manage complex tasks and collaborate effectively with various stakeholders.
Languages: Fluency in English and Uzbek is mandatory for this position, as effective communication with local stakeholders is crucial. Additionally, working proficiency in Russian is considered an advantage, as it may facilitate interactions with a broader range of participants and partners involved in the project.
