Job Overview:
This position involves providing consultancy services to support the consolidation of the legacy of the Truth Commission in Colombia. The consultant will work on strengthening the Monitoring and Follow-up Committee to ensure compliance with the recommendations made by the Truth Commission. The role is crucial in promoting human rights, historical memory, and the right to truth and knowledge, particularly in the context of Colombia's complex history of conflict and violence. The consultant is expected to engage with various stakeholders, facilitate discussions, and contribute to the development of strategies that enhance the impact of the Truth Commission's work. This position is expected to last for a period of four months, during which the consultant will be required to deliver specific outputs that align with the objectives of the Truth Commission.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Support the consolidation of the legacy of the Truth Commission by providing expert advice and guidance to the Monitoring and Follow-up Committee.
  • Facilitate workshops and meetings with stakeholders to discuss the implementation of the Truth Commission's recommendations.
  • Develop reports and documentation that outline the progress and challenges faced in the implementation of the recommendations.
  • Collaborate with other organizations and entities involved in human rights and historical memory initiatives to ensure a coordinated approach.
  • Conduct research and analysis on best practices related to truth commissions and their legacies in other contexts.
  • Provide training and capacity-building sessions for committee members and other relevant stakeholders.
  • Monitor and evaluate the effectiveness of the strategies implemented and suggest improvements as necessary.
  • Ensure that all activities are conducted in accordance with UNDP's policies and procedures.

Required Qualifications:
The position requires the following qualifications:
  • A deep understanding of human rights issues, historical memory, and the role of truth commissions in post-conflict societies.
  • Proven experience in working with governmental and non-governmental organizations on human rights and memory-related projects.
  • Strong analytical and research skills, with the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
Candidates must possess a minimum of a bachelor's degree in social sciences, law, international relations, or a related field. A master's degree in a relevant discipline is preferred and will be considered an asset. The educational background should reflect a strong foundation in human rights, conflict resolution, or historical studies.

Experience:
Candidates should have at least four years of relevant experience in areas related to human rights, historical memory, and the right to truth. This experience should be post-graduation and should not include overlapping periods of employment. The experience must demonstrate a solid understanding of the dynamics of truth commissions and their impact on society.

Languages:
Fluency in Spanish is mandatory for this position, as all communications and documentation will be conducted in Spanish. Proficiency in English or other languages is considered an asset and may enhance the candidate's profile, especially in terms of engaging with international stakeholders.

The contract duration for this position is four months, and it is classified as an individual contractor role. The position is full-time, and candidates are expected to work in Colombia.
