Job Overview:
The Financial Management Specialist (FMS) position at the World Bank Group in Tegucigalpa, Honduras, is a critical role focused on overseeing all financial management aspects of the Bank’s operations in the country. The FMS will be responsible for ensuring that project financial management arrangements are adequate, providing implementation support, supervising projects financed by loans and grants, and ensuring compliance with the Bank’s audit and financial management requirements. The role requires a proactive approach to advising clients and identifying innovative strategies to strengthen fiduciary assurance over the use of funds. The FMS will also engage in capacity-building activities and contribute to corporate tasks, including the preparation of country briefs and policy notes. This position is essential for enhancing the effectiveness of development initiatives and ensuring sound financial practices in project operations.

Duties and Responsibilities:
The duties and responsibilities of the Financial Management Specialist include:
  • Assessing the adequacy of project financial management arrangements to ensure compliance with the Bank’s standards.
  • Providing implementation support and supervising projects financed by loans and grants, ensuring they adhere to sound financial management practices.
  • Performing analytical work on financial management and accountability issues to identify areas for improvement.
  • Conducting capacity-building activities as part of the Governance team to enhance the financial management capabilities of partner countries.
  • Contributing to corporate tasks such as preparing country briefs, policy and thematic notes, and regional knowledge products.
  • Taking a proactive role in providing advice and support to clients, identifying agile and innovative approaches to strengthen fiduciary assurance over the use of funds.
  • Supporting partner countries in enhancing their Public Financial Management (PFM) performance and capacity, leveraging relevant knowledge and professional experience in public sector financial management.

Required Qualifications:
The position requires a highly motivated and passionate financial management specialist with strong client orientation and interpersonal skills. Candidates must be qualified professional accountants (CPA, CA, ACCA, or equivalent) and possess a Master’s degree in a relevant field such as accounting, public financial management, finance, or public policy. Additionally, candidates should have at least 5 years of relevant professional experience, knowledge of Public Financial Management Systems, and strong written and verbal communication skills in both English and Spanish. Familiarity with Bank project management and instruments, as well as the use of technology, is also essential. Prior experience in external audit with an internationally recognized audit firm is desirable.

Educational Background:
Candidates must hold a Master’s degree in a relevant field, which may include accounting, public financial management, finance, or public policy. This educational background is crucial for understanding the complexities of financial management within the context of international development and public sector operations.

Experience:
The position requires at least 5 years of relevant professional experience in financial management, particularly within the public sector or international development context. This experience should include a strong understanding of financial management practices, project supervision, and compliance with financial regulations and standards.

Languages:
The mandatory languages for this position are English and Spanish, with strong written and verbal communication skills required in both languages. Proficiency in additional languages may be considered an asset but is not explicitly required for this role.
