Job Overview:
The Technical Support Officer position is crucial for providing specialized support and analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis related to food assistance policies and programs. The role is based in the WFP office in Tegucigalpa, Honduras, and the incumbent will report to the National Policy and Program Officer or a designated individual. This position requires a proactive approach to address diverse inquiries with minimal guidance and to exercise sound judgment in resolving operational issues that may arise daily. The Technical Support Officer will be responsible for managing resources and coordinating a support team, ensuring that food assistance needs are effectively met. The role involves contributing to the development and implementation of various processes and activities within the specific area of work, aligning with broader program policies and guidelines. The incumbent will also be expected to produce reports and data analyses that highlight trends and issues, ensuring that measurable results adhere to institutional standards and quality control measures.

Duties and Responsibilities:
The Technical Support Officer will have a range of responsibilities, including but not limited to:
  • Providing technical support and assistance in the development and implementation of various processes and activities within their specific area of work, ensuring alignment with broader program policies and guidelines.
  • Offering specialized support for project management to specific programs, ensuring that activities are carried out in accordance with established goals and WFP policies and procedures.
  • Preparing a series of reports and data analyses related to food assistance needs, resource utilization, program progress, and achievements, while highlighting trends and issues.
  • Ensuring timely and accurate data recording within the technical area of activity, maintaining consistency in the information presented to stakeholders.
  • Maintaining communication with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
  • Coordinating and communicating with partners, agencies, NGOs, and public institutions at the local level to conduct thorough analyses of security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security situations and ensure efficient delivery of food assistance.
  • Supporting capacity building for WFP staff, cooperating partners, and national government personnel in the specific technical area.
  • Serving as a point of contact for resolving various inquiries and operational issues within a specific technical area of responsibility.
  • Supervising and/or reviewing the work of other support staff, providing practical advice and guidance to help achieve objectives in accordance with agreed standards and timelines. 1
  • Following standard emergency preparedness practices to ensure that WFP is ready to respond quickly and deploy necessary resources to affected areas at the onset of a crisis. 1
  • Conducting vulnerability assessments to ensure consistency in methods and quality of RAM products. 1
  • Preparing geo-referenced thematic maps using geographic information systems. 1
  • Developing technical materials on food security and vulnerability based on the analysis and interpretation of primary and secondary information. 1
  • Participating in inter-agency initiatives through involvement in all food security coordination mechanisms (donors, agencies, partners, government). 1
  • Supporting and updating the targeting strategy in the country office, profiling livelihoods and other vulnerabilities in conjunction with programs. 1
  • Leading inter-agency coordination spaces related to food security and providing advice on integrated phase classification. 1
  • Collaborating with a diverse range of individuals, gathering feedback as appropriate to assist in providing operational support to staff.

Required Qualifications:
The position requires the following qualifications:
  • Completion of secondary education is mandatory.
  • A postgraduate degree in fields related to international affairs, economics, nutrition/health, food security, geography, or another area related to development assistance is desirable.
  • At least six years of work experience with technical teams (e.g., nutrition, vulnerability analysis and mapping) is required.
  • Experience in contributing to program implementation and assisting in policy discussions or organizing them is necessary.
  • Proficiency in MS Office applications is essential.
  • A strong understanding of the program cycle and food assistance is required.
  • Extensive knowledge in specialized areas (e.g., georeferencing, vulnerability studies, technical material development) is necessary.
  • Familiarity with government policies and the ability to communicate effectively in a multicultural environment is important.
  • The ability to identify data discrepancies and resolve issues requiring attention is crucial.

Educational Background:
The educational background required for this position includes the completion of secondary education as a minimum requirement. A postgraduate degree in relevant fields such as international affairs, economics, nutrition/health, food security, geography, or other related areas is highly desirable and would enhance the candidate's qualifications for the role.

Experience:
Candidates must have a minimum of six years of relevant work experience, particularly in roles that involve collaboration with technical teams focused on nutrition, vulnerability analysis, and mapping. Experience in contributing to the implementation of programs and participating in policy discussions is also essential for this position.

Languages:
