Job Overview: The Budget and Management Services Specialist position is situated within the Budget and Management Services Division (BPBM) of the Budget, People, and Management Services Department (BPMSD) at ADB. This role is crucial for assisting in the annual budget formulation and utilization review process. The specialist will be responsible for providing comprehensive reports and analyses on key costs to facilitate effective monitoring and comparison of budget utilization. The position also involves management services and support for capital expenditure management, particularly focusing on IT-related expenditures. The specialist will extend analytical support and offer advice on resource implications of various initiatives as assigned. The role requires collaboration with clients and adherence to broad policies and objectives, with supervision for critical tasks. The specialist will also oversee junior team members, ensuring their development and performance management.
Duties and Responsibilities: The duties and responsibilities of the Budget and Management Services Specialist include:
Assisting in the management of IT capital expenditure budgets and governance mechanisms, including participation in relevant working groups.
Contributing to the implementation of reform measures and monitoring associated administrative expenses.
Providing a full range of budget management support to selected departments and offices under a matrix assignment, reviewing and recommending budgetary allocations, and supporting the preparation of the annual IAE and capital expenditure budgets.
Reviewing and coordinating with departments on their annual budget submissions and preparing analytical reports on specific expense line items as assigned.
Monitoring budget utilization and recommending corrective actions when necessary.
Supporting the preparation of various background papers required for departmental initiatives that contribute to efficient resource allocation.
Reviewing and recommending changes to budget management systems, policies, and procedures to enhance timeliness, accuracy, and efficiency in generating budget-related data.
Undertaking or contributing to the implementation of special projects aimed at process and systems improvements.
Representing BPBM in bank-wide activities, working groups, and committees as assigned. 1
Providing leadership and support to reporting staff, supervising their performance, and ensuring their ongoing learning and development.
Required Qualifications: The required qualifications for the Budget and Management Services Specialist position include:
A university degree in Business Administration, Accounting, Finance, Economics, Management, or relevant fields; a post-graduate degree or its equivalent is preferred.
Possession of an internationally recognized professional qualification such as Chartered Financial Analyst (CFA) or Certified Public Accountant (CPA) is advantageous.
A minimum of 6 years of broad-based experience in accounting, financial management, and administration, demonstrating proven expertise within a specific area or across multiple areas with in-depth knowledge in one area.
The ability to utilize and share relevant knowledge to benefit the broader ADB community and act as a coach to develop the capabilities of junior colleagues.
The ability to act as a team leader when required, with supervision from the Director or a more senior team leader.
Excellent oral and written communication skills in English.
Experience in multilateral development organizations and international experience working in several countries is preferred.
Educational Background: Candidates must possess a university degree in Business Administration, Accounting, Finance, Economics, Management, or relevant fields. A post-graduate degree or its equivalent is preferred, and possession of an internationally recognized professional qualification such as CFA or CPA is considered an advantage.
Experience: The position requires at least 6 years of broad-based experience in accounting, financial management, and administration. Additional Notes: This appointment is open to both internal and external applicants and is a fixed-term appointment for an initial period of 3 years. At the end of this period, the appointment may be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date, depending on ADB's needs and the staff's performance.
