Job Overview:
The Workforce Planning Officer position is situated within the Strategic Workforce Unit (SWU) of the Budget, People, and Management Systems Department at ADB. This role is crucial for contributing to various aspects of workforce management, including workforce analysis, position management, organizational realignments, and data management. The officer will engage in assessing staffing adequacy through annual workforce analysis, which involves collecting and consolidating data from multiple sources, ensuring data quality, and presenting findings to departmental clients. The position also entails evaluating position action requests to optimize staff allocation and proposing procedural improvements. Additionally, the officer will review organizational realignment proposals, ensuring consistency across the organization, and will be responsible for maintaining updated and accurate data for the SWU team. The role includes management support, knowledge sharing, and coaching of peers, contributing to the overall growth and technical development of the team.

Duties and Responsibilities:
The Workforce Planning Officer will have a diverse set of responsibilities, including:
  • Conducting workforce analysis to assess staffing adequacy for work programs, which involves data collection, consolidation, quality assurance, analysis, and presentation of results.
  • Evaluating position action requests and making recommendations for optimal staff resource allocation based on workforce analysis and departmental discussions.
  • Identifying areas for procedural improvements and proposing solutions to enhance efficiency.
  • Reviewing organizational realignment proposals and ensuring that position actions align with overall organizational consistency.
  • Managing data to ensure it is updated, consistent, and accessible to the SWU team, contributing to data governance initiatives.
  • Preparing various materials for the Budget, People, and Management Systems Department, other departments, and management.
  • Sharing knowledge and experience with peers and coaching administrative staff to foster their technical growth.
  • Performing additional tasks as assigned, as outlined in the workplan.

Required Qualifications:
Candidates for the Workforce Planning Officer position must possess a Bachelor's degree in business administration, management, organizational development, or related fields. Advanced training in workforce analysis and/or human resource management is preferred. Additionally, candidates should have at least 8 years of relevant work experience, demonstrating a solid understanding of operational and strategic staff planning. Knowledge of human resource and administrative systems common to multilateral organizations is essential, along with experience in workforce analysis and strategic staffing. Proficiency in MS Office and other productivity tools is required, as well as strong analytical and problem-solving skills. Excellent command of written and spoken English is necessary, including good memo composition and editing skills.

Educational Background:
The educational background required for the Workforce Planning Officer position includes a Bachelor's degree in business administration, management, organizational development, or a related field. Candidates with advanced training in workforce analysis or human resource management will have an advantage in the selection process.

Experience:
The position requires a minimum of 8 years of relevant work experience. Candidates should have a proven track record in operational and strategic staff planning, as well as experience in workforce analysis and strategic staffing within a multilateral organization or similar environment.

Languages:
The mandatory language requirement for this position is excellent command of written and spoken English. Candidates should possess strong memo composition and editing skills. While not mandatory, proficiency in additional languages relevant to the Asia-Pacific region may be considered an asset.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
