Job Description
Job Posting Organization:
Mercy Corps is a leading global organization founded on the belief that a better world is possible. Established to address humanitarian needs and promote long-term stability, Mercy Corps operates in over 35 countries worldwide. The organization focuses on disaster response, resilience building, and community strengthening, partnering with local entities to implement bold solutions that help people overcome adversity. Their mission is to prioritize prevention, adaptation, and resilience in fragile and conflict-affected contexts, ensuring that humanitarian needs are met while fostering sustainable development.

Job Overview:
The consultancy role is designed to enhance Mercy Corps' understanding of the existing and potential roles of key development actors, particularly the World Bank, African Development Bank, IFAD, and the Green Climate Fund, in supporting resilience programming in fragile and conflict-affected settings. The consultant will leverage their expertise and contacts within these institutions to provide insights and recommendations that can inform Mercy Corps' strategies and actions. The consultancy will involve collaboration with the Policy and Advocacy team to achieve key objectives, including understanding current support mechanisms, ensuring the relevance of recommendations, and engaging with development actors to promote increased investment in resilience initiatives.

Duties and Responsibilities:
The consultant will be responsible for producing a target analysis report that outlines the roles of key institutions in resilience programming, including their mechanisms and activities in six specified countries. This will involve conducting desk research and strategic Key Informant Interviews. Additionally, the consultant will tailor key messages and recommendations from existing products to specific development actor targets, which may include creating a written briefing and facilitating a roundtable or policy discussion. The consultant is expected to complete the work within a timeframe of no more than 10 days, between January 2026 and March 2026, while collaborating closely with various teams within Mercy Corps.

Required Qualifications:
Candidates must demonstrate expertise with multilateral development actors, with a preference for experience with the World Bank or African Development Bank. Strong contacts within these institutions are essential. The consultant should possess excellent research, analytical, and presentation skills, along with the ability to communicate findings effectively. A collaborative approach and the ability to engage with diverse teams are also critical for success in this role.

Educational Background:
While specific educational qualifications are not explicitly stated, a background in international development, public policy, or a related field is likely preferred, given the nature of the consultancy and the focus on development finance institutions.

Experience:
The position requires demonstrated experience working with multilateral development actors, particularly familiarity with the World Bank or African Development Bank. The consultant should have a proven track record of conducting research and presenting analytical findings, as well as experience in resilience programming in fragile contexts.

Languages:
While the job description does not specify mandatory languages, proficiency in English is likely essential given the international context and the need for effective communication. Additional language skills relevant to the countries of focus may be advantageous but are not explicitly required.

Additional Notes:
The consultancy is expected to be short-term, with a maximum duration of 10 days. The work will be conducted in collaboration with the Global Policy and Advocacy Team and other relevant units within Mercy Corps. The position is not full-time and is likely to be project-based, focusing on specific deliverables within the outlined timeframe. Mercy Corps is committed to equal employment opportunities and maintaining a safe and inclusive work environment, adhering to ethical standards and safeguarding principles.
