Job Overview: The AAP Programme Consultant will play a vital role in supporting UNFPA's humanitarian programming in Afghanistan, particularly in the coordination of Accountability to Affected People (AAP) and inclusive approaches. This position involves working closely with various stakeholders to ensure that humanitarian responses are guided by the needs and voices of affected communities, especially marginalized groups such as women, girls, and persons with disabilities. The consultant will be responsible for implementing collective strategies and monitoring AAP initiatives in local communities, ensuring that feedback mechanisms are in place to inform programmatic decisions. The role requires a strong commitment to ethical standards and the ability to work collaboratively with diverse partners to enhance community engagement and accountability in humanitarian action. The consultant will report directly to the Humanitarian Coordinator and will be expected to conduct field monitoring missions to assess the effectiveness of AAP practices in rural and hard-to-reach areas.
Duties and Responsibilities: The AAP Programme Consultant will have a comprehensive set of responsibilities, including:
Supporting inter-agency coordination on AAP and Inclusion by ensuring strong linkages with cross-cutting issues such as gender and disability inclusion.
Providing technical advice to humanitarian and Basic Human Needs (BHN) partners to integrate AAP into their programming.
Conducting regular mapping of AAP mechanisms and engaging partners to address capacity gaps.
Implementing capacity-building sessions on AAP for relevant stakeholders.
Supporting the establishment of AAP sub-working groups at the sub-national level and ensuring community insights are included in coordination discussions.
Conducting field monitoring missions to assess AAP practices and report on indicators within the Humanitarian Response Plan.
Collaborating with program leads to ensure effective utilization of AAP-related funds and resources.
Engaging with youth to promote their participation in community engagement activities. 1
Performing any other related duties as assigned by the supervisor.
Required Qualifications: Candidates must possess an advanced (Master’s) degree in humanitarian action, international development, disaster management, social science, or a related field. A Bachelor’s degree combined with two years of relevant experience may be accepted in lieu of a Master’s degree. Additionally, candidates should have at least three years of professional experience in humanitarian coordination, disaster management, and AAP, with specific experience in PSEA and disability inclusion being desirable. Strong oral and written communication skills, accuracy in document production, and the ability to work collaboratively with diverse partners are essential. Candidates should also demonstrate cultural sensitivity and the ability to adapt to challenging environments while maintaining professionalism and integrity.
Educational Background: The educational background required for this position includes an advanced (Master’s) degree in fields related to humanitarian action, international development, disaster management, or social sciences. Candidates with a Bachelor’s degree and two years of relevant experience may also be considered. This educational foundation is crucial for understanding the complexities of humanitarian responses and the importance of accountability and inclusion in programming.
Experience: The position requires a minimum of three years of professional work experience in humanitarian coordination, with a focus on cross-cutting issues such as AAP, PSEA, and gender inclusion. Experience in disaster response or complex emergencies is highly desirable, as is familiarity with the UN system or other international development organizations. Candidates should demonstrate a proven track record of effectively managing projects and collaborating with various stakeholders in challenging environments.
Languages: Proficiency in English is mandatory, along with fluency in one of the local languages, either Dari or Pashto. This linguistic capability is essential for effective communication with local communities and stakeholders, ensuring that the voices of affected populations are heard and integrated into humanitarian programming.
