Job Overview:
The position of National Consultant for Family Planning Training Guidelines is pivotal in enhancing the capacity of health workers in Liberia to deliver quality, rights-based, and client-centered family planning services. The consultant will lead the adaptation of the REDI training guide, which is essential for developing comprehensive training manuals for service providers, supervisors, and mentors. This role involves conducting a thorough desk review of existing training materials, engaging with stakeholders to identify training needs, and ensuring that the training guidelines are user-friendly and context-specific. The consultant will also be responsible for creating a Facilitator’s Manual, a Participant’s Manual, and PowerPoint slides to facilitate effective training sessions. The overarching goal is to improve the knowledge and skills of service providers, promote informed decision-making among clients, and ensure that family planning services are responsive to the needs of adolescents.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including: conducting a desk review of existing training materials and guidelines; consulting with stakeholders such as the Ministry of Health, professional associations, and youth-led groups to identify gaps and best practices; developing a comprehensive outline for the National Training Guidelines; drafting content that covers family planning methods, counseling, and service delivery; adapting the REDI Facilitator’s Manual to include teaching methodologies and assessment methods; creating a Participant’s Manual with clear information and job aids; designing PowerPoint slides for training modules; pre-testing the training guidelines with service providers; facilitating workshops for adaptation and validation of the guidelines; and submitting final approved versions of all deliverables. The consultant will also be responsible for ensuring that the training materials are inclusive, practical, and tailored to the local context.

Required Qualifications:
Candidates must possess a degree in Nursing, Midwifery, Sociology, or Health Sciences, along with 5 to 7 years of relevant experience. They should be seasoned Public Health Specialists with proven experience in developing national strategic documents and guidelines related to Sexual and Reproductive Health, particularly in Family Planning. Excellent writing and organizational skills, strong analytical abilities, and a thorough understanding of the UN system, especially UNFPA, are essential. The consultant should also demonstrate a commitment to gender equality and cultural diversity.

Educational Background:
The educational background required for this position includes a degree in Nursing, Midwifery, Sociology, or Health Sciences. This foundational education is crucial for understanding the complexities of family planning and reproductive health, as well as for effectively engaging with health service providers and stakeholders in the field.

Experience:
The position requires 5 to 7 years of experience in public health, specifically in the area of Sexual and Reproductive Health and Family Planning. Candidates should have a track record of developing strategic documents and guidelines, facilitating workshops, and engaging with diverse stakeholders. Experience in training and capacity building within health systems is highly desirable, as is familiarity with the challenges and opportunities in the context of Liberia's health landscape.

Languages:
Fluency in English is mandatory for this position, as all training materials and consultations will be conducted in English. Proficiency in additional local languages may be considered an asset, particularly for engaging with diverse communities and stakeholders in Liberia.

Additional Notes:
The consultancy is expected to last for 40 days, with a payment schedule that includes 60% upon completion and approval of draft training guidelines and the remaining 40% upon finalization of all deliverables.
