Job Overview:
The Construction Programme Support Specialist will play a crucial role in supporting IOM Ukraine's initiatives aimed at providing housing units, particularly for internally displaced persons (IDPs). This position involves working under the overall supervision of the Chief of Mission and Programme Coordinator for Housing and Shelter, and directly reporting to the Programme Manager for Construction. The successful candidate will be responsible for coordinating and monitoring housing and emergency response-related construction activities, collaborating closely with various teams within IOM, including the Construction and Shelter teams, the Supply Chain unit, and external stakeholders. The role requires a proactive approach to planning and managing tender and contracting procedures, ensuring that construction projects are executed efficiently and in compliance with technical requirements. The specialist will also be involved in reviewing technical documentation, coordinating with governmental authorities, and supervising field engineers to ensure quality assurance in all projects. This position is vital for the successful implementation of IOM's housing initiatives in Ukraine, particularly in response to the ongoing humanitarian crisis.

Duties and Responsibilities:
The duties and responsibilities of the Construction Programme Support Specialist include:
  • Assisting the Programme Coordinator in coordinating and monitoring housing and emergency response-related construction activities.
  • Collaborating with IOM Construction and Shelter teams, the Supply Chain unit, implementing partners, and stakeholders.
  • Supporting the Programme Manager in planning and managing tender and contracting procedures, including conducting technical evaluations and coordinating with Hub engineers.
  • Assisting in the planning, execution, and handover of construction projects, managing and supervising the engineering team, consultants, and contractors.
  • Reviewing and providing recommendations for the approval of technical documentation, including structural analysis, drawings, specifications, and cost estimates.
  • Coordinating with governmental and local authorities to obtain necessary permits for construction works.
  • Supervising field engineers to ensure compliance with technical requirements and effective execution of work.
  • Monitoring contractor compliance with contract technical requirements and recommending corrective actions as necessary.
  • Planning and organizing site inspections to maintain quality assurance across all projects. 1
  • Providing technical support to the Supply Chain unit by reviewing and preparing procurement documents and performing bid analysis. 1
  • Utilizing automated systems for progress tracking and maintaining follow-up schedules to ensure timely project completion. 1
  • Assisting the Programme Manager in writing regular reports on project aspects, including financial and technical compliance. 1
  • Complying with IOM's policies and procedures, including the prevention of sexual exploitation and abuse (PSEA). 1
  • Participating in duty travel teams related to project implementation as required. 1
  • Performing any other duties as assigned by the Programme Manager.

Required Qualifications:
The required qualifications for the Construction Programme Support Specialist position include:
  • A Master’s degree in Civil Engineering with at least 2 years of relevant professional experience, or a University degree in Civil Engineering with a minimum of 4 years of relevant professional experience.
  • Certification as a licensed professional engineer is mandatory.
  • Strong knowledge of structural analysis and proficiency in using design software such as AutoCAD and planning software like MS Project.
  • Familiarity with applicable codes, policies, standards, and best practices related to construction projects is essential.

Educational Background:
Candidates must possess a Master’s degree in Civil Engineering or a University degree in the same field. The educational background should be complemented by relevant professional experience in construction engineering and contract management, with a focus on technical support for construction procurement processes.

Experience:
The ideal candidate should have experience in construction engineering and contract management, with a proven track record in providing technical support for construction procurement and contracting processes. Experience working with non-governmental organizations or international organizations is considered an advantage, as it demonstrates familiarity with the operational context and challenges faced in humanitarian settings.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within IOM and for reporting purposes. Knowledge of Ukrainian or Russian is highly desirable, as it will facilitate communication with local stakeholders and authorities, enhancing the effectiveness of project implementation.

Additional Notes:
This position is full-time and may involve travel within Ukraine for project implementation purposes. The role is critical in addressing the housing needs of IDPs and requires a commitment to IOM's mission and values.
