Job Overview:
The Communications Officer position is integral to the development cooperation project titled 'Promoting Decent Work for Syrian Refugees in Host Communities.' This project, funded by the KfW Development Bank, aligns with the ILO's Programme and Budget for 2026-2027, specifically focusing on enhancing the rights and employment opportunities for Syrian refugees and Turkish citizens. The role involves ensuring effective communication strategies are implemented to promote the project's objectives, which include facilitating labor market entry for Syrian refugees and Turkish citizens, enhancing their skills, and creating formal employment opportunities. The Communications Officer will be responsible for managing communication activities, preparing visibility materials, and supporting outreach efforts to ensure the project's goals are effectively communicated to stakeholders and the public.

Duties and Responsibilities:
The Communications Officer will undertake a variety of responsibilities, including:
  • Developing and executing a comprehensive communication plan for the project.
  • Designing and implementing outreach activities, including creating visibility products such as social media posts, publications, and data visualizations, ensuring compliance with ILO and KfW visibility standards.
  • Drafting informational materials about project activities for distribution in information offices and other relevant locations.
  • Establishing and maintaining the project's electronic and social media platforms, including e-newsletters and social media accounts.
  • Providing communication support for project assessments, evaluations, and satisfaction surveys to ensure visibility of results.
  • Coordinating awareness-raising activities in collaboration with team members and consultants.
  • Maintaining an updated list of project beneficiaries and partners, fostering relationships with media outlets to enhance project visibility.
  • Collaborating with other communication officers to support overall project visibility and contribute to office-wide communication efforts.
  • Reviewing and editing project materials, including reports and news releases, and assisting with the distribution of information. 1
  • Contributing to the maintenance of the ILO-Ankara website to ensure project visibility. 1
  • Liaising with other UN agencies to promote ILO values and facilitate project scaling. 1
  • Participating in the organization of seminars, conferences, and meetings. 1
  • Performing additional duties as assigned by the Project Manager and Director of the ILO Office for Türkiye.

Required Qualifications:
Candidates must possess a first-level university degree in communication, journalism, international relations, political science, social science, or a related field. Additionally, candidates should have at least two years of professional experience in policy advocacy, communication, and the organization and implementation of awareness-raising campaigns. Experience in writing news stories and basic graphic design is also required. Technical skills in designing and producing information materials, visibility and communications, and working with vulnerable groups or refugees will be considered an asset.

Educational Background:
The educational requirement for this position is a first-level university degree in a relevant field such as communication, journalism, international relations, political science, or social science. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to effectively communicate and advocate for the project's objectives.

Experience:
Candidates should have a minimum of two years of professional experience in relevant fields, particularly in policy advocacy, communication, and the organization of awareness-raising campaigns. Experience in writing news stories and basic graphic design is also essential. Familiarity with working with vulnerable groups, particularly refugees, will be advantageous and is considered an asset for this position.

Languages:
Fluency in Turkish and English, both oral and written, is mandatory for this position. Excellent writing skills in both languages are crucial for effective communication. Knowledge of additional languages may be beneficial but is not required.

This position is a short-term contract with a duration until 31 December 2026, with the possibility of extension based on various factors such as funding availability and performance.
