Job Overview: The Inclusive Employment Officer position is part of the development cooperation project titled 'Promoting Decent Work for Syrian Refugees in Host Communities.' This project is funded by the KfW Development Bank and is aligned with the ILO Programme and Budget for 2026-202
The primary goal of the project is to facilitate the integration of Syrian refugees and Turkish citizens into the labor market while enhancing their skills and competencies. The project aims to create formal employment opportunities for both Syrian refugees under temporary protection and Turkish citizens, thereby addressing the challenges faced by these vulnerable groups. The Inclusive Employment Officer will play a crucial role in ensuring the effective design and implementation of project activities, focusing on inclusive employment practices and providing technical expertise on employment policies that promote inclusion. The officer will work closely with various stakeholders, including government authorities and social partners, to achieve the project's objectives and enhance the overall employment landscape for refugees and other vulnerable populations in Turkey.
Duties and Responsibilities: The Inclusive Employment Officer will be responsible for a range of duties, including:
Timely and effective implementation of project activities related to inclusive employment, particularly for refugees and vulnerable groups such as women, youth, and persons with disabilities.
Providing specialized knowledge and technical input on mainstreaming inclusion in employment to the ILO team, ensuring access to legal and policy advice for government and social partners.
Leading research initiatives focused on inclusion and employment for refugees, youth, women, and persons with disabilities, including areas of intersectionality.
Organizing and leading awareness-raising and knowledge-sharing meetings regarding inclusion and employment, particularly for decent and formal work for vulnerable groups.
Monitoring developments related to the employment of refugees and vulnerable groups, identifying bottlenecks, and advising on necessary actions to overcome them.
Analyzing relevant documents and statistics related to inclusion and employment, providing written analysis to management.
Liaising with government departments, social partners, and other stakeholders for data collection and evidence generation related to inclusive employment policies and programs.
Briefing ILO specialists and project experts on relevant project activities and conducting regular missions to project sites for stakeholder engagement.
Performing any other duties as assigned by the Project Manager and the Director of the ILO Office for Turkey.
Required Qualifications: Candidates must possess a first-level university degree in economics, administrative sciences, social sciences, or a relevant technical field. An advanced degree in labor economics, industrial relations, or a master's in business administration is highly advantageous. Additionally, candidates should have a minimum of three years of experience in project management, employment policy, and programs, particularly those focused on refugees and vulnerable groups. Proven experience in collaborating with government institutions and social partners on employment policy issues is essential. Experience working with national or international development partners is considered an asset.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as economics, administrative sciences, or social sciences. An advanced degree in labor economics, industrial relations, or business administration is preferred and would significantly enhance a candidate's profile.
Experience: The position requires a minimum of three years of relevant experience in project management, particularly in employment policy and programs that address the needs of refugees and other vulnerable groups. Candidates should have a proven track record of working with government institutions and social partners on employment-related issues, including gender mainstreaming and disability inclusion. Experience with national or international development partners is also beneficial.
Languages: Fluency in both written and spoken English and Turkish is mandatory for this position. Candidates should possess strong communication skills in both languages, enabling them to effectively engage with diverse stakeholders and present information clearly.
