Job Overview:
The Project and Finance Assistant position is located within the ILO Country Office in Kyiv, Ukraine. This role is crucial as the office transitions to the Decent Work Country Programme in 2026, focusing on key areas such as skills development, employment, enterprise growth, social protection, social dialogue, and labor reforms. The assistant will support the implementation of the project titled 'Childcare in Ukraine: A Systems Approach to Building Back Better,' which is funded by the Swedish International Development Cooperation Agency (Sida). This project aims to enhance women's employment opportunities by improving access to affordable and diverse childcare services in frontline regions of Ukraine. The assistant will work closely with the Senior Project Coordinator and the Finance Officer, providing essential administrative and financial support to ensure the smooth operation of the project.

Duties and Responsibilities:
The Project and Finance Assistant will be responsible for a variety of administrative and operational support functions. Key duties include ensuring the smooth functioning of project administration, processing entitlements, issuing contracts, and maintaining records and files. The assistant will advise project staff on administrative rules and procedures, make travel arrangements, and prepare travel authorizations. Additionally, the role involves collecting and compiling socioeconomic data, drafting reports, and maintaining accurate financial records in the ILO financial management system (IRIS). The assistant will also prepare background information for program and budget discussions, coordinate administrative arrangements for workshops and seminars, and provide interpretation services as needed. Furthermore, the assistant will support communication efforts by drafting notes and ensuring that project updates are reflected on ILO social media platforms.

Required Qualifications:
Candidates must have completed secondary school education, supplemented by technical or university-level courses relevant to the organization's work. Specialized training in a relevant field and previous experience with UN projects will be advantageous. The role requires excellent knowledge of financial and administrative rules and procedures, as well as strong organizational and communication skills. Proficiency in using computer software, particularly the MS Office suite, is essential, with advanced skills in MS Excel being a strong advantage. Candidates should demonstrate a commitment to ethical conduct and possess the ability to work effectively in a multicultural environment.

Educational Background:
The educational requirement for this position includes the completion of secondary school education, along with additional technical or university-level courses that are relevant to the work of the ILO. Specialized training in a field pertinent to the organization's mission is preferred, and prior experience within the UN system would be beneficial.

Experience:
The ideal candidate should have at least six years of progressively responsible experience in finance and/or administrative roles, with a minimum of one year in program support activities. Experience in similar positions within UN or ILO projects will be given special consideration, highlighting the importance of relevant background in international organizations.

Languages:
Fluency in both Ukrainian and English is mandatory, with excellent oral and written communication skills in both languages. This bilingual proficiency is crucial for effective communication and documentation within the project and with stakeholders.

The entry-level salary for this position is set at 25,364 USD per year.
