Job Overview:
The Regional Supply Chain Officer will play a crucial role in overseeing supply chain activities within the region, ensuring that quality goods and services are delivered to beneficiaries in a timely and cost-effective manner. This position requires strategic planning for supply chain activities in collaboration with internal and external stakeholders, conducting logistics capacity assessments, and analyzing market trends. The officer will supervise and manage supply chain management tasks, including procurement, warehouse management, transport, and distribution. The role also involves preparing reports, identifying supply chain bottlenecks, and optimizing processes to enhance efficiency. The officer will represent the Regional Office in UN inter-agency meetings and forums related to supply chain management, ensuring that the organization’s objectives are met while adhering to procurement rules and regulations.

Duties and Responsibilities:
The duties and responsibilities of the Regional Supply Chain Officer include overseeing supply chain activities, conducting strategic planning, performing logistics capacity assessments, and analyzing market trends. The officer will supervise procurement requests, manage vendor relationships, and ensure compliance with procurement rules. Responsibilities also include preparing progress reports, leading supply chain activities, optimizing processes, and establishing internal control mechanisms. The officer will train and guide SCM staff, monitor office facilities, and represent the organization in relevant meetings. Additional duties may be assigned as necessary to support the organization's objectives.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have experience in managing diverse procurement and logistics operations, as well as demonstrated experience in training and managing large teams. Knowledge of IOM/UN internal procurement and financial rules is essential, along with excellent computer literacy and familiarity with SAP.

Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution. Alternatively, a University degree in the same fields is acceptable if accompanied by additional years of relevant professional experience. The educational qualifications should provide a strong foundation in supply chain management principles and practices.

Experience:
The position requires candidates to have significant experience in managing procurement and logistics operations. This includes experience in training and managing large teams, as well as managing vendor and supplier relationships. Candidates should demonstrate a proven track record of effectively overseeing supply chain activities and ensuring compliance with organizational standards and regulations.

Languages:
Fluency in English and Spanish is required for this position, both oral and written. Candidates must also have a working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) as an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-3 grade level and is intended for professional recruitment. Candidates must be mobile and willing to relocate as necessary. The selection process may be used to fill similar positions in various duty stations.
