Job Overview: The Project Integration Specialist is tasked with ensuring the seamless coordination and integration of all project components, stakeholders, and activities to achieve the project's strategic objectives within the defined scope, time, and budget. The role is crucial in delivering a comprehensive integration framework that enhances collaboration, minimizes risks, and ensures alignment across various workstreams. The specialist will work closely with the Ministry of the Environment and UNEP to coordinate and implement a project funded by the Green Climate Fund, as outlined in the funding proposal document. The position emphasizes building institutional capacity, improving inter-ministerial coordination, and supporting systems that guide, monitor, and evaluate the National Adaptation Plan (NAP) process. The specialist will contribute to capacity-building efforts for policy and decision-makers, advance national research and development efforts, and support mechanisms that track adaptation progress and inform future revisions of adaptation priorities under the Nationally Determined Contributions (NDC).
Duties and Responsibilities: The Project Integration Specialist will have a comprehensive set of duties and responsibilities, including but not limited to: supporting effective project implementation by enhancing adaptation planning and governance; building institutional capacity; improving coordination across ministries; and supporting systems that guide, monitor, and evaluate the NAP process. Specific tasks include: capacity-building for policy and decision-makers; advancing national research on climate risks; supporting mechanisms that track adaptation progress; contributing to work plans and budget monitoring; preparing progress analyses; identifying operational constraints; proposing corrective measures; providing technical inputs for communication materials; supporting financial management processes; conducting analytical reviews; and ensuring timely delivery of project milestones. The specialist will also contribute to the development of evidence-based adaptation solutions across priority sectors, review climate data, provide technical guidance during recruitment and procurement, and support the organization of meetings and workshops.
Required Qualifications: Candidates must possess a strong set of qualifications, including expertise in project management, environmental science, climate change adaptation, and institutional capacity building. The role requires excellent communication skills, both written and verbal, as well as the ability to work collaboratively with diverse stakeholders. A strong understanding of climate finance and budgeting processes is essential, along with experience in monitoring and evaluation. The candidate should also demonstrate a commitment to gender-responsive approaches in climate adaptation and possess analytical skills to assess institutional capacities and identify gaps.

Experience: The position requires a significant level of experience, typically at least 5 years in project management, environmental policy, or climate change adaptation. Experience working with governmental and non-governmental organizations, as well as familiarity with international climate frameworks and agreements, is highly desirable. Languages: Fluency in English is mandatory, while proficiency in Spanish is highly desirable given the location and context of the project. Knowledge of additional languages may be considered an asset, particularly those relevant to the region or stakeholders involved in the project.
Additional Notes: This position is a full-time role based in Panama City, Panama. The estimated monthly living allowance is USD 1,969.91, with additional benefits including a one-time entry lump sum of USD 350.00, an exit allowance of USD 120 for each month of service, and comprehensive medical, dental, and hospital insurance. Annual leave is accrued at a rate of 2.5 days per month. The living conditions in Panama are generally favorable, with a variety of amenities and recreational opportunities available.
