Job Overview:
The Programme Specialist plays a crucial role in advancing the Humanitarian Action and Humanitarian-Development-Peace Nexus portfolio within the Women, Peace, Security and Humanitarian Action (WPS-HA) area. This position focuses on resilience, preparedness, response, recovery, and disaster risk reduction. The Programme Specialist is responsible for providing specialized technical expertise and program implementation support, ensuring that gender-responsive programs are designed, implemented, monitored, and scaled up effectively. The role involves strategic guidance to Country Offices and regional stakeholders in crisis-affected contexts, promoting synergies with the Women, Peace and Security agenda and other priority areas. The position also entails supporting resource mobilization efforts and contributing to the preparation of reports and knowledge products that align with the strategic needs of the area.

Duties and Responsibilities:

• Design and develop program strategies for the WPS-HA portfolio, including drafting regional and country strategic documents and ensuring conflict-sensitive approaches.
• Coordinate the implementation and management of assigned programs, ensuring quality and timely delivery while advising Country Offices on effective implementation.
• Provide technical assistance and capacity development to project/program partners, identifying capacity gaps and coordinating training initiatives.
• Build partnerships and support resource mobilization efforts by developing strategic partnerships and preparing high-quality project proposals.
• Contribute to regional intergovernmental and inter-agency coordination, promoting coherence in humanitarian, development, and peacebuilding efforts.
• Manage advocacy, knowledge building, and communication efforts, developing technical guidance and representing UN Women in relevant meetings.
• Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess strong program formulation, implementation, monitoring, and evaluation skills, with a solid understanding of Results Based Management. They should have demonstrated experience in humanitarian action, resilience, and gender-responsive programming, as well as the ability to synthesize program performance data into analytical reports. Knowledge of disaster risk reduction and the ability to integrate gender equality and human rights considerations into humanitarian programming are essential. Candidates should also have strong analytical skills to assess emerging risks and opportunities for fundraising.

Educational Background:
A master’s degree or equivalent in international development, social sciences, human rights, gender/women's studies, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage.

Experience:
At least 5 years of progressively responsible experience in program/project design, implementation, monitoring, and/or management is required, with a focus on humanitarian action and crisis response. Candidates with a first-level university degree must have 7 years of experience. Demonstrated experience in gender-responsive humanitarian programming and coordination with multiple stakeholders is essential. Experience in disaster risk reduction, climate-related risks, and promoting linkages across humanitarian, development, and peacebuilding programming is highly desirable.

Languages:
Fluency in English and Spanish is required. Knowledge of another official UN language (French, Arabic, Chinese, or Russian) is desirable.
