Job Overview: The Operations Support Specialist will be a key member of the Regional Operations Team at UNICEF's Regional Office for Latin America and the Caribbean. This position is primarily focused on budget management, finance, and administration, providing specialized support to ensure effective operational oversight and governance processes across the region. The incumbent will work under the supervision of the Operations Manager, assisting in various administrative and analytical tasks that facilitate the implementation of regional operational priorities. The role requires a proactive approach to support the preparation of reports, presentations, and documentation related to budget management and operational initiatives. The Operations Support Specialist will also contribute to monitoring performance indicators and assist in the organization of training and capacity-building activities for the operations community in the region.
Duties and Responsibilities:
Provide direct support to the Admin Finance Budget Unit by coordinating and assisting in the implementation of regional operational priorities. This includes preparing briefing materials, presentations, and reports related to budget management.
Support regional governance processes by assisting in the preparation and coordination of the Regional Technical Review Team (TRT) and Programme Budget Review (PBR) exercises.
Contribute to operational oversight by reviewing Country Office Annual Management Plans and compiling relevant data for analysis.
Assist in monitoring regional Key Performance Indicators (KPIs) related to budgetary and financial management.
Support regional operational initiatives, including Business Operations Strategy (BOS) and UN reform processes.
Provide knowledge management support by organizing regional trainings and maintaining documentation related to operational policies.
Offer general administrative support for travel arrangements, meetings, and procurement processes.
Perform other duties as required to support the Regional Operations team and management priorities.
Required Qualifications: The ideal candidate should possess strong analytical and organizational skills, with a proven ability to manage multiple tasks effectively. Proficiency in budget management and financial analysis is essential. The candidate should demonstrate adaptability and flexibility in a dynamic work environment, along with excellent communication skills. A strong commitment to UNICEF's mission and values, particularly in promoting children's rights and equity, is crucial. The ability to work collaboratively within a team and engage with various stakeholders is also important.
Educational Background: A bachelor's degree in finance, business administration, public administration, or a related field is required. A master's degree in a relevant discipline would be an asset and may enhance the candidate's qualifications for the role.
Experience: Candidates should have a minimum of 2-3 years of relevant professional experience in budget management, finance, or administrative support within an international organization or similar environment. Experience working in the UN system or with NGOs focused on children's rights and development is highly desirable.
Languages: Fluency in Spanish is mandatory, as it is the official language of Panama. Proficiency in English is also required, and knowledge of additional languages spoken in the region would be considered an asset.
Additional Notes: This position is a full-time role based in Panama City, Panama. The successful candidate will receive a Monthly Living Allowance estimated at USD 2757.87, along with an entry lump sum of USD 350.00 and an exit allowance of USD 120 for each month of service. The position includes comprehensive medical, dental, and life insurance coverage, as well as annual leave accrued at a rate of 2.5 days per month. The role may involve occasional travel within the region, and candidates should be prepared for the tropical climate of Panama.
