Job Overview:
The Local Consultant will play a crucial role in the project 'Strengthening Local Institutional Capacities on Migration in Albania,' which aims to enhance the capacity of local governments to manage migration and diaspora matters effectively. The consultant will be based in the Municipality of Shkoder and will work closely with local authorities to implement Standard Operating Procedures (SOPs) related to internal migration, return, and reintegration of migrants. The consultant's responsibilities will include supporting the municipality in promoting employment opportunities for internal migrants, facilitating the reintegration of returned migrants, and encouraging diaspora investments. The consultant will also be involved in capacity-building activities, ensuring that services are accessible and inclusive, particularly for underrepresented groups such as women and ethnic minorities. The overall objective is to create a supportive environment for migrants and to reshape the narrative around migration in Albania, focusing on youth empowerment and community engagement.

Duties and Responsibilities:
The Local Consultant will be responsible for a variety of tasks, including:
  • Supporting the Municipality of Shkoder in implementing new SOPs for internal migration, return, and reintegration of migrants and diaspora engagement.
  • Ensuring that services are accessible and inclusive, particularly for women, persons with disabilities, and ethnic minorities.
  • Providing tailored information and services to potential internal migrants, returned emigrants, and diaspora representatives.
  • Assisting in the distribution of explanatory guidance materials regarding legal and institutional frameworks for specific target groups.
  • Organizing capacity-building activities and orientation sessions for local government agencies.
  • Collecting data related to internal migration and reintegration efforts, and preparing monthly reports on activities and outcomes.
  • Engaging with various stakeholders, including public authorities, local communities, and the private sector, to promote employment opportunities and strengthen inter-institutional coordination.
  • Maintaining confidentiality and accuracy in documentation and communication with migrants.
  • Continuously updating knowledge and practices based on lessons learned and sharing this knowledge with colleagues.

Required Qualifications:
Candidates must possess a completed university degree from an accredited academic institution in social sciences, law, economy, or related fields. Postgraduate studies (Master's or PhD) would be considered an advantage. Additionally, candidates should demonstrate strong communication skills, both written and oral, and have the ability to engage with a diverse range of stakeholders. A commitment to maintaining confidentiality and accuracy in all responsibilities is essential, along with strong interpersonal and intercultural skills.

Educational Background:
The position requires a completed university degree in social sciences, law, economy, or other related areas. Candidates with postgraduate qualifications, such as a Master's degree or PhD, will have an advantage in the selection process. This educational background is crucial for understanding the complexities of migration, local governance, and community engagement.

Experience:
A minimum of three years of relevant professional experience is required for this position. Candidates with experience related to migration, employment, or local government will be given preference. The role demands a solid understanding of the challenges and opportunities associated with migration and the ability to work effectively within local government structures.

Languages:
Fluency in Albanian and English is mandatory, both in oral and written forms. Proficiency in additional languages, particularly French and Spanish, is considered a plus, as IOM's official languages include these. Language skills will be evaluated during the selection process, which may involve written and/or oral assessments to ensure candidates meet the necessary communication standards.

Additional Notes:
The consultancy engagement will last for 11 months, with working hours from Monday to Friday, 8 hours per day, based at the Municipality of Shkoder. The consultant will be required to submit monthly reports detailing activities, accomplishments, and any challenges faced. Performance indicators will include timeliness, responsibility, initiative, communication, and the quality of deliverables.
