Job Overview:
The Senior Programme Officer position is a critical role within the Office of the Under-Secretary-General for Peace Operations. This position involves leading and directing the implementation, monitoring, and evaluation of various programs and policies related to peacekeeping operations. The officer will be responsible for developing and evaluating the Policy on Peacekeeping-Intelligence, acting as a focal point for coordination and information circulation within the Department of Peace Operations (DPO) and between UN peacekeeping operations. The role requires a strategic approach to managing intelligence systems that enhance the safety and security of UN personnel while fulfilling peacekeeping mandates. The Senior Programme Officer will also engage in policy development, research, and program evaluation, ensuring that gender mainstreaming guidelines are integrated into all actions and initiatives. This position demands strong leadership, analytical skills, and the ability to communicate effectively with various stakeholders, including senior officials and government representatives.

Duties and Responsibilities:
The Senior Programme Officer will undertake a wide range of responsibilities, including: leading the implementation and evaluation of the Policy on Peacekeeping-Intelligence; coordinating information flow between HQ and peacekeeping operations; assessing practices related to intelligence use in peacekeeping; designing and leading coordination mechanisms within DPO; reviewing and analyzing documents to identify priorities and propose corrective actions; ensuring gender mainstreaming in all planned actions; directing research and program evaluations; preparing various written outputs such as reports and background papers; managing outreach activities and conducting training workshops; leading field missions and providing guidance to external consultants; coordinating budget and funding activities; serving as a spokesperson and establishing partnerships; and supervising and mentoring staff. The role requires frequent interaction with counterparts, senior officers, and officials from national governments and international organizations.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should demonstrate strong analytical and leadership skills, with the ability to manage complex projects and programs effectively. Knowledge of peacekeeping operations and intelligence policies is essential, along with experience in gender mainstreaming and diversity principles.

Educational Background:
The educational requirement for this position includes an advanced university degree (Master's degree or equivalent) in a relevant field such as business administration, management, or economics. A first-level university degree may be accepted if accompanied by relevant experience. This educational background is crucial for understanding the complexities of program management and policy development within the context of peacekeeping operations.

Experience:
A minimum of ten years of progressively responsible experience in project or program management, administration, or a related area is required. Candidates should have experience managing teams within a peacekeeping context and developing peacekeeping-intelligence policies and programs. Experience working with Member States and stakeholders on peacekeeping-intelligence is desirable, as is experience in integrating gender and diversity principles into operational frameworks.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in both languages is required, with a minimum level of proficiency as defined by the UN Language Framework. Candidates must demonstrate strong reading, writing, listening, and speaking skills in both languages to effectively communicate and collaborate within the organization.
