Job Overview: The position of Consultant involves providing expert services to the IOM office in Kyrgyzstan for a project aimed at conducting a gender-sensitive assessment of existing regular labor migration pathways for Kyrgyz citizens abroad. The consultants will be tasked with identifying and analyzing key stakeholders, including government bodies, civil society organizations, and private sector actors, to clarify their roles and contributions to labor mobility. The ultimate goal is to develop a comprehensive gender-sensitive Labour Mobility Roadmap that outlines legal, policy, and regulatory processes at both national and international levels. This roadmap will serve as a framework for facilitating labor migration for Kyrgyz nationals, particularly to European Union member states identified as key destination countries.
Duties and Responsibilities:
Conduct a gender-sensitive assessment of existing labor mobility pathways from Kyrgyzstan to other countries, including a comprehensive review of key stakeholders.
Prepare a final report based on the assessment results, ensuring it is suitable for online sharing and publication.
Identify sectors facing labor shortages in Kyrgyzstan and other countries to propose recommendations for labor mobility partnerships.
Develop a prototype of the gender-sensitive Labour Mobility Roadmap for Kyrgyz nationals abroad, outlining existing legal and policy frameworks.
Finalize the Roadmap report based on feedback from IOM and the Coordination Working Group.
Ensure all deliverables are submitted by the specified deadlines, including the first draft by March 15, 2026, and the final report by June 15, 2026.
Required Qualifications: Candidates must possess a Bachelor’s degree, Master’s degree, or equivalent in fields such as law" style="border-bottom: 1px dotted #007bff !important;">Immigration Law, International Relations, Political Science, or related areas. A minimum of 10 years of relevant professional experience is required, particularly in research related to labor mobility and EU immigration law. Proven experience in organizing consultations and workshops with government and non-government stakeholders is essential. Candidates should also have a strong understanding of migration issues, both domestically and in key destination countries, and the ability to maintain effective working relationships with various stakeholders.
Educational Background: The educational background required for this position includes a Bachelor’s or Master’s degree in Immigration Law, European Law, International Relations, Political Science, Migration, Economic Development, Business, Public Administration, or a related field from an accredited institution. Candidates should have at least 10 years of relevant professional experience in the field.
Experience: Candidates should have extensive experience in research related to IOM’s mandate, particularly in labor mobility and EU immigration law. Experience in developing roadmaps and conducting assessments is crucial, along with a background in organizing and delivering consultations and workshops with both governmental and non-governmental stakeholders. Familiarity with liaising with governmental and international organizations is also necessary.
Languages: Fluency in written and spoken Russian is mandatory, while proficiency in English is considered an advantage. Candidates should demonstrate strong communication skills in both languages, as they will be required to produce reports and engage with various stakeholders.

The position may require travel within Kyrgyzstan, with travel costs covered by IOM. The appointment is subject to medical fitness certification and verification of residency and visa requirements. IOM provides coverage against occupational accidents and illnesses, but consultants are responsible for their own medical insurance for non-occupational issues. IOM adheres to a zero-tolerance policy regarding misconduct and does not charge fees at any stage of the recruitment process.
