Job Overview: The Category B Consultant will play a crucial role in the Mobi-TRE project, which focuses on enhancing the engagement of Tunisians residing abroad through a comprehensive communication strategy. This position involves collaborating with institutional partners to develop and implement workshops that promote investment opportunities and facilitate dialogue between the Tunisian government and its diaspora. The consultant will be responsible for delivering a series of outputs related to the TRE Communication Strategy, which includes conducting a situational analysis, stakeholder consultations, and drafting a comprehensive communication strategy. The consultant will work closely with various stakeholders to ensure that the communication strategy is effective, inclusive, and responsive to the needs of Tunisians abroad. The role requires a deep understanding of the Tunisian context and the dynamics of diaspora engagement, as well as strong analytical and communication skills to produce high-quality deliverables that meet the project's objectives.
Duties and Responsibilities: The consultant will be tasked with several key deliverables throughout the project. The first deliverable will be an Inception Report and Stakeholder Consultation Plan, which includes conducting a desk review and situational analysis of the institutional context and TRE engagement, identifying existing communication initiatives, and drafting a report summarizing key findings and recommendations. The second deliverable involves creating stakeholder consultation tools and a draft strategy outline, which includes developing structured questionnaires and discussion guides for interviews and focus groups, as well as a preliminary draft of the TRE Communication Strategy. The third deliverable will be a complete draft of the TRE Communication Strategy, incorporating feedback from consultations and presenting findings at a Mobi-TRE workshop. Finally, the consultant will finalize the TRE Communication Strategy for publication, ensuring it includes a strategic communication framework, governance mechanisms, and a monitoring and evaluation framework. Participation in workshops and consultations is essential to ensure stakeholder engagement and effective communication throughout the project.
Required Qualifications: Candidates must possess a university degree in Communication, Public Policy, Migration Studies, International Development, Social Sciences, or a related field from an accredited institution. An advanced degree is considered an asset. Additionally, candidates should have at least 5 years of professional experience in strategic communication, diaspora engagement, public sector communication, or stakeholder/community engagement. A strong knowledge of the Tunisian context, including political, social, and economic factors, is essential, along with proven experience in collaborating with government or public institutions. Candidates should demonstrate expertise in developing communication plans or tools for public or international initiatives targeting diaspora engagement, as well as experience in conducting stakeholder consultations and participatory processes.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as Communication, Public Policy, Migration Studies, International Development, or Social Sciences. Candidates with an advanced degree will have an advantage, as it indicates a higher level of expertise and understanding of complex issues related to migration and communication strategies.
Experience: The position requires a minimum of 5 years of professional experience in areas related to strategic communication, diaspora engagement, public sector communication, or stakeholder/community engagement. Candidates should have a proven track record of working with government or public institutions and implementing communication strategies that effectively engage diaspora communities. Familiarity with the North African region and the specific context of Tunisians residing abroad is desirable, as it will enhance the consultant's ability to navigate the complexities of diaspora dynamics and government-diaspora relations.
Languages: Fluency in French and Arabic is mandatory for this position, as these languages are essential for effective communication with stakeholders in Tunisia. A working knowledge of English is considered an asset, as it may facilitate communication with international partners and enhance the consultant's ability to engage in broader discussions related to migration and diaspora issues.
Additional Notes: The consultant will be required to participate in consultations and meetings, both online and in-person in Tunisia, to ensure effective coordination with stakeholders. Attendance at two Mobi-TRE workshops, provisionally scheduled for February and April 2026, is expected. For consultants not based in Tunisia, all costs related to travel, accommodation, and per diem for participation in these workshops must be included in the financial proposal. The appointment is subject to funding confirmation and certification of medical fitness for appointment. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational incidents. IOM has a zero-tolerance policy on conduct incompatible with its objectives, including discrimination and harassment.
