Job Overview:
The consultant will play a crucial role in enhancing the protection, regularization, and socio-economic integration of migrants and refugees from Venezuela and other relevant nationalities in Latin America through the INtegrate project. This initiative, funded by the Government of Canada, aims to improve the services provided to migrant populations in Ecuador. The consultant will work specifically at the Centro AMOR in Quito, which serves a highly vulnerable population, including unaccompanied minors, survivors of gender-based violence, and families facing barriers to accessing services. The consultant's primary focus will be on strengthening internal processes at the Centro AMOR to ensure high-quality, sustainable assistance that is well-coordinated with public institutions and humanitarian partners. The role involves technical support, capacity development, and direct assistance to vulnerable populations, ensuring that the services provided are comprehensive and effective.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks aimed at strengthening the Centro AMOR's operations. These tasks include:
  • Supporting the implementation of activities to enhance the Centro AMOR's assistance capabilities.
  • Providing technical support for the review and update of up to three key documents (protocols, workflows, guidelines) to incorporate protection criteria, gender considerations, differential approaches, and risk management related to climate change.
  • Implementing a training program for Centro AMOR staff and allied actors, covering technical modules on protection (gender-based violence, unaccompanied minors, trafficking in persons), accountability to affected populations, migration regularization, environmental risk management, and the impact of climate change on human mobility and community resilience.
  • Contributing to the development of informative and educational materials tailored to the needs of mobile populations identified in the project.
  • Supporting case management for vulnerable migrant populations and host communities, including assessing needs for protection such as access to documentation, health, safety, and legal guidance, along with providing initial analysis, technical recommendations, and referrals as per existing pathways.
  • Facilitating informational sessions for migrants on protection issues, migration regularization, and access to basic services.
  • Assisting in strengthening institutional coordination by updating service matrices and focal points, providing technical support for meetings, and aiding in planned community activities.
  • Supporting any additional activities assigned by direct supervision.

Required Qualifications:
Candidates must possess a university degree in social work, psychology, law, social development, international relations, or related fields. They should have a minimum of three years of professional experience in protection, humanitarian assistance, case management, or similar processes, particularly concerning migrant or refugee populations. Experience in facilitating technical training, designing operational tools, participatory methodologies, and institutional or community capacity building is essential. A solid understanding of Ecuador's legal framework regarding human mobility, child protection, gender-based violence, trafficking, and access to public services is required. Candidates should also demonstrate strong inter-institutional coordination skills, technical writing abilities, sensitivity in analyzing information, intercultural communication skills, and the capacity to work in high-demand environments.

Educational Background:
A university degree in relevant fields such as social work, psychology, law, social development, or international relations is mandatory for this position. This educational background is crucial for understanding the complexities of migration issues and the legal frameworks that govern them, as well as for providing effective support to vulnerable populations.

Experience:
The position requires a minimum of three years of relevant professional experience in areas such as protection, humanitarian assistance, case management, and working with migrant or refugee populations. This experience should include practical knowledge of the challenges faced by these groups and the ability to implement effective support strategies.

Languages:
Proficiency in Spanish is mandatory for this position, as it is the primary language of communication in Ecuador. Additionally, knowledge of IOM's official languages, which include English and French, is beneficial and may be evaluated during the selection process through written and/or oral assessments.

Additional Notes:
The consultancy will involve travel to various locations where IOM operates, as required by the project's development. Travel expenses will be covered by the organization. Candidates should note that any offer made is subject to funding confirmation and that appointment is contingent upon medical fitness certification, residency verification, visa, and government authorizations where applicable. IOM provides coverage against occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
